Result of Service A well-organized and efficient Movement Control Cell capable of arranging the safe and efficient transportation, to and from UNISFA, of mission and other authorised personnel and mission supply chain goods, including troop and COE deployments. The planning, coordination and monitoring of multiple air passenger, air cargo and road cargo movement activities simultaneously in an effective and timely manner. The provision of timely and well explained information on covid protections for travel, ICAO and IATA safety requirements for passengers, dangerous goods and aviation safety requirements and related UN rules, regulations and safety procedures and flight schedules to mission uniformed and civilian staff.

Expected duration This contract is for an initial duration of six months with the possibility of further extension subject to funds and requirements.

Duties and Responsibilities This position is with the United Nations Interim Security Force for Abyei (UNISFA) and located in El Obeid, Sudan. The Movement Control Officer (Local Consultant) will report to the Chief Movement Control Unit through the Leader Ops Cell and be under the overall supervision of the Chief of Mission Support.

Within delegated authority, the Movement Control Officer (National Consultant) will carry out the following duties:

  • Coordination with the host country civil and military authorities.
  • Development of inputs for unit's budget.
  • Coordination with the respective government offices in Sudan to obtain necessary passenger, COE and UNOE clearances.
  • Ensures the provision of reliable, cost effective and efficient movement control services for the transportation of passengers and cargo (including dangerous goods requiring special handling) at El Obeid;
  • Coordinates the provision of efficient movement control support for the integrated search and rescue operations for UN transport assets and other transport assets upon request.
  • Ensures that quality control procedures are implemented for all work processes.
  • Ensures the accuracy and validity of data recorded in the management information systems
  • Liaises with UN agencies, government and non-government organizations, intergovernmental agencies and vendors for the provision of transport support.
  • Develops inputs for budget proposals for the field mission's movement control operations;
  • Ensures that UN financial regulations and rules are complied with in all activities of the El Obeid Cell;
  • Manages the allocation and rotation of appropriate work assignments;
  • Coordinates the individual annual Work Plans and produces detailed performance assessments and evaluations for the subordinate staff as required;
  • Develops passenger and cargo load plans.
  • Ensures that dangerous goods are transported in accordance with the applicable international Dangerous Goods Regulations.
  • Manages and coordinates troop passenger and COE movements including immigration processing. Covid protocols, customs clearance, specifying carriers, routes of movement, transit times, service levels.
  • Facilitates contacts with local authorities responsible for travel-related immigration and customs issues.
  • Assists with the planning and execution of military and police contingent troop and COE movements.
  • Liaises and coordinates with military and police personnel for military and police contingent troop and COE movements.
  • Drafts Movement Orders.
  • Collects movement information and defines requirements.
  • Coordinates non-scheduled mission flights.
  • Prepares operational reports and related statistical data.
  • Reviews and distributes manifests.
  • Provides multi-modal movement control support.
  • Plans, prioritizes, coordinates and monitors assigned movement tasks and responsibilities.
  • Allocates and delegates tasks as required to supporting MovCon elements and staff.
  • Provides assistance to Procurement, Security and Logistics Units and Sections.
  • Performs other related duties as required.

Work implies frequent interaction with the following:

  • Staff of the work section, Air Operations, Aviation Safety and Security staff.
  • Procurement and Logistics staff.
  • Financial, administrative and human resources staff.
  • Local authorities, other UN Agencies and NGO.

    Qualifications/special skills Competency:

Professionalism: Sound knowledge of all modes of transport. Thorough knowledge of Movement Control related procedures and related safety requirements; knowledge of International Rules and Regulations for the movement of cargo and personnel by air and sea, including safety procedures; ability to work independently in managing difficult and time sensitive situations as well as conflicting priorities; proven analytical and evaluative skills. Academic Qualifications: Advanced university degree (Master’s degree or equivalent) preferably in business administration, economics, logistics or transport management is required. A first-level university degree in combination with two qualifying years of experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of five years of progressively responsible experience in movement control, multi-modal transportation, airline operations, logistics management or a related field including, preferably, one year of experience in a UN entity and in a supervisory position directly related to the coordination of complex multi-modal transport operations in the international environment is required.

Experience in the use of IATA rules and procedures for the transportation of dangerous goods is required.

Experience in quality management is desirable.

Knowledge of SAP is desirable.

Knowledge of UN financial regulations and rules is desirable.

Experience in international operations in a post conflict environment is desirable.

Language: English and French are the working languages of the United Nations. For this position, fluency in oral and written English is required.
