Organizational Setting

FAO Mongolia works with the vision "to be a leading, credible and responsive partner in ensuring food and nutrition security of the population". The office has been coordinating projects and programmes in research, capacity building, natural resources management, technology transfer, food and agriculture policy, livestock production systems management, emergency and post crisis management, forestry information, statistics, food security and nutrition, emergency response operations, crop production system management, and food quality and safety.

Reporting Lines

Under the overall supervision of the FAO Representative and direct supervision of the Assistant FAO Representative (prog), and in close liaison with the Project Implementation Unit staff.

Technical Focus

The project “SDG-Aligned Budgeting to Transform Employment in Mongolia” aims to support increased employment and promotion of decent work in Mongolia. The Project is managed by UNDP in partnership with FAO and ILO. FAO will contribute the Employment Promotion Component of the project. This component combines efforts towards four outcome areas for boosting employability: existing national programmes for employment, Mongolia’s ecosystem for enterprising/innovation, the range of skills and capacity development services, and scalable pilots that can yield insights for policy directions which, in turn, inform the first three. FAO’s main outcome will be to undertake selected pilots with scope for scaling-up, with large-scale potential for youth employment and training, especially in rural areas. The experience of pilots will contribute to effective public-private partnership models, building evidence, establishing lessons, and policy development, better informing national programmes, apart from expanding opportunities and worker productivity.

Tasks and responsibilities

• Implement communication and visibility activities according to the agreed strategy and plan; • Lead and collaborate with media agencies for the development and dissemination of projects’ information, including, ongoing agreements with media agencies, to the public; • Maintain close consultation and collaboration with FAO Mongolia and EU Communications Coordinators and with relevant stakeholders when executing communication and visibility activities; • Develop diverse communications materials, including, factsheets, newsletters, Human Interest stories, and posts on social media platforms, etc. using on hands content development tools; • Proactively seek out and document good beneficiary feature and project success stories for public dissemination and capturing lessons learnt; • Prepare and finalize a project monthly, quarterly and annual reports; • Monitor and maintain the project Logframe targets, Issues/Challenges and Risk logs for updates, and if necessary, develop a sound Monitoring and Evaluation (M&E) framework for the project based on the project status; • Collect and analyze qualitative and quantitative data, disaggregated by age and gender, from the field via surveys, interviews, and other methods from different stakeholders and sources; • Prepare and implement the M&R action plan for the project and report on progress made towards achieving the project outputs and project outcomes • Provide feedback to the Project Manager on project strategies and activities for enhancing the project impact based on the project progress and data collected; • Assist in the preparation and updating of briefs, speeches, talking points, presentations, brochures, infographics, reports and public information materials; • When required, translate a variety of materials including speeches, press releases, brochures and reports produced by the project and national consultants, into English or Mongolian as required; • Perform other duties as requested by the management; • Liaise with the Office of Communication (OCC) will be maintained, either directly or through an agreed focal point/coordinator, to ensure compliance with OCC standards, appropriate review and clearance processes.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• A university degree in statistics, social sciences, audit, journalism, communications, public relations, economics, business administration, and/or other relevant disciplines; • At least five years of professional experience, preferably in the field of development and/or monitoring & reporting; • National of Mongolia; • Working knowledge of English;
