Education Cannot Wait (ECW) is the first global multilateral fund dedicated to supporting education for children and youth in countries affected by wars, disasters and crises. It was launched at the World Humanitarian Summit in 2016 by a broad coalition of international aid agencies and public and private donors to usher in faster and more sustainable education responses in crises settings. ECW inspires political commitment to financing education in humanitarian contexts, catalyzes financial resources, facilitates joint programming between humanitarian and development actors, empowers local partners and seeks to strengthen quality and accountability.

ECW is hosted by UNICEF. The Fund is administered under UNICEF’s financial, human resources and administrative rules and regulations, while operations are run by the Fund’s own independent governance structure that provides strategic guidance and oversight to its investments. ECW’s day-to-day activities are carried out by a Secretariat under the direction of the Education Cannot Wait Director.

In line with its new Strategic Plan (2023-2026), ECW and its partners aim to support children and adolescents affected by crises to realize their right to safe and inclusive quality education and achieve holistic learning outcomes. To achieve better results for crisis affected children and adolescents, ECW works towards its two strategic objectives:

  1. Increased and better funding for Education in Emergencies and Protracted Crises (EiEPC);
  2. Stronger EiEPC capacities and systems.

How can you make a difference?

PURPOSE OF THE JOB

  1. Contribute to the development and production of ECW's annual results reports as well as other data and evidence products by the ECW Secretariat in line with ECW's learning agenda;
  2. Provide technical support to ECW's partners and grantees on monitoring, measurement, evaluation and reporting aspects;
  3. Support organization-wide learning through dissemination of information and dialogue on new and emergent methodologies and technologies, evaluation and measurement results, recommendations and lessons learned.
  4. Support the development, maintenance and improvements to ECW's results data management information system, including reporting templates, databases, data quality assurance protocols and mechanisms.

KEY FUNCTIONS, ACCOUNTABILITIES AND RELATED DUTIES/TASKS

  1. Develop capacity for in-county partners in M&E to support measurement of ECW results:
    • Undertake surge response field missions to assess or establish measurement strategies and provide ad-hoc support in M&E.
    • Undertake/contribute to deliver training in M&E to partners in ECW countries of operation.
    • Provide support to evaluation of ECW country operations, if necessary.
  2. Knowledge management
    • Review relevant research and impact evaluations on interventions in education in emergencies to measure child outcomes in humanitarian emergencies, with a focus on learning.
    • Identify and promote the use of good practices in monitoring and evaluation relevant to ECW operations.
  3. Support to design and implementation of measurement frameworks/tools/procedures:
    • Provide technical guidance to grant recipients and partners, in particular regarding monitoring and evaluation, access to technical support for collaborative sector analysis and planning, and support to interventions to promote equitable access to education and improved learning outcomes in emergencies and protracted crises.
    • Assist in preparation of required documentations for program review and approval for matters related to M&E;
    • Contribute to quality assurance activities for matters related to M&E;
    • Provide advice to facilitate the preparation of measurement frameworks to ensure alignment of activities with the overall ECW mission and strategic plan;
    • Collaborate with grant recipients throughout all stages of programming to provide support for monitoring and evaluation of results.
  4. Support the preparation of analyses at global and country levels, focusing on achievement of results:
    • Assist on data analysis, monitoring and evaluation, including with regard to resource allocation, monitoring and costing of ECW strategies, and development of monitoring and analytical tools to support ECW implementation.
    • Produce and support the preparation of analytical pieces at global and country levels, developing effective analytical reports, economic analyses, case studies, policy documents and other relevant documentation to build the evidence base for advocacy and resource mobilization, policy development, and the selection of effective education interventions related to education in emergencies and protracted crises.
    • Support preparation of timely progress/status reports and annual reports for management and ECW's High-Level Steering Group.
    • Provide data visualisation and infographics for web pages, reports and factsheets.
  5. Design, develop and maintain ECW databases
    • Assist on the development of data and information systems for monitoring, tracking performance, and reporting on results.
    • Ensure data quality and consistency and ease of data extraction / use.
  6. Perform other related duties as assigned by the Chief Monitoring and Evaluation

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in economics, social sciences, statistics, international development or other field related to the work of the ECW Fund.
  • A minimum of Five years of progressively responsible work experience in Monitoring, Evaluation, Statistics and/or Research is required, preferably in the education sector at the international level.
  • Proven experience with designing data collection tools, data processing/ cleaning, analysis, and presentation of findings in a humanitarian and/or development context.
  • Proven experience in writing data-driven reports for technical and non-technical audiences, preferably with a particular focus on education matters.
  • Field experience with humanitarian and/or development programming is highly desirable.
  • Advanced knowledge of MS Excel is required.
  • Basic knowledge of statistical software packages such as STATA or R is required.
  • Experience with SharePoint is desirable.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

The appointment for this position is limited to EDUCATION CANNOT WAIT, a UNICEF-hosted fund. While UN staff regulations and rules, as well as UNICEF policies and procedures, apply to you during your appointment, certain provisions therein may apply to you differently due to the limited scope of your appointment. In particular, you will not be subject to rotation exercise as per the Executive Directive on Staff mobility and rotation (CF/EXD/2015-002) or any revision thereof. In addition, during your appointment in ECW, you will not be considered eligible for conversion to a Continuing Appointment as per UNICEF Administrative Instruction on Continuing Appointment (CF/AI/2017-002) or any revision thereof.
