UNICEF Pacific is a multi-country office that promotes the rights and wellbeing of every child in the Cook Islands, Fiji, Kiribati, the Marshall Islands, the Federated States of Micronesia, Nauru, Niue, Palau, Samoa, the Solomon Islands, Tokelau, Tonga, Tuvalu, and Vanuatu. The UNICEF Pacific Multi-country Office is located in Suva, Fiji. There are Field Offices in Vanuatu, the Solomon Islands, and Kiribati. These 14 Pacific Island Countries and Territories (PICTs) are home to 2.4 million people, close to one million children, living on more than 660 islands and atolls stretching across 17.2 million square kilometers of the Pacific Ocean.

Working as part of the Planning, Monitoring, and Evaluation team, the post combines high-level technical expertise with partnering, systems, and capacity building skills towards increasing access to and improving the quality of programme interventions for all children, including those in disadvantaged and in hard to reach areas.

How can you make a difference?

Under the direct supervision of the Planning, Monitoring, and Evaluation Specialist, the Monitoring & Evaluation Officer will provide professional technical, operational, and administrative assistance throughout the planning, monitoring, evaluation, and reporting processes. The incumbent will work in preparing, executing, managing, and implementing a variety of technical and administrative tasks to contribute to programme planning, implementation, monitoring, oversight, and reporting ensuring harmonization of approaches and alignment with UNICEF’s Strategic Plan, corporate guidelines, policies/procedures and regional and national priorities.

Summary of key functions/accountabilities:

  1. Support the various sectors throughout the process of programme formulation, planning, and preparation of the Country Programme
  2. Setting Standards for Programme performance monitoring and ensure that the Country Office has a well-coordinated system for monitoring tools and processes.
  3. Support to the preparation of the integrated monitoring and evaluation plan (IMEP)
  4. Support to implementation and Dissemination of evaluations
  5. Support the programme sections in the preparation, finalization, and timely submission of Mid-year and End-year reporting, as well as other global or UN-related reporting obligations.
  6. Networking and partnership building
  7. Innovation, knowledge management, and capacity building

To qualify as an advocate for every child, you will have…

  • A University Degree in social sciences or other relevant disciplines is required. Practical training in programme management and evaluation, survey and research analysis, or applied statistical data analysis in social sciences an asset.
  • A minimum of 2 years of professional experience in programme development and implementation, including planning, monitoring, evaluation, and reporting activities.
  • Relevant experience in program/project planning, monitoring, and evaluation in a UN system agency or organization is an asset.
  • Fluency in English is required. Knowledge of another official UN language or a local language is an asset.
