How can you make a difference?

Monitoring and Evaluation Officer will lead the humanitarian performance monitoring (HPM), Partners reporting, evaluation and information management functions of Planning, Monitoring and Reporting (PMR) Team of UNICEF Cox's Bazar Field Office (FO). The purpose is to ensure that systems are in place to monitor and verify UNICEF programming in the field and ensure that reliable and timely data and information is available for programme planning and evaluation purposes. Also providing professional expertise and assistance in information/data collection, statistics and data analysis, monitoring & evaluation (M&E), preparation of reports, communication and partnership, and in implementing training programmes for camp level and sub-national data collection, monitoring, evaluation and research capacity building with special attention to the interest, concern and participation of primary stakeholders.

Major duties and responsibilities:

1. Integrated Monitoring, Evaluation & Research Planning (IMEP)

Provide technical support to ensure that the Cox’s Bazar Office and implementing partners use a well-prioritized and realistic plan of research, monitoring and evaluation activities that will provide the most relevant and strategic information to manage the Programme, including tracking and assessing UNICEF’s distinct contribution.

2. Situation Monitoring and Assessment

Provide technical support to ensure that the Office and national partners have timely and accurate measurement of change in conditions in the country or region, including monitoring of socio-economic trends and the country’s wider policy, economic or institutional context, to facilitate planning and to draw conclusions about the impact of programmes or policies.

3. Humanitarian Performance Monitoring (HPM) and Programme monitoring

Provide technical support to ensure that the Cox’s bazar Office has quality information to assess progress towards expected results established in HAC and JRP work plans.

4. Information management, innovation and GIS and Real-time monitoring and Partners reporting

Lead the process of accurate and meaningful data collection, compilation and analysis, disseminated in a way that is easily understood by the management, programme staff and implementing partners to influence decision making. Visualize and disseminate the UNICEF response result in real-time manner using innovative visualization tools.

5. Evaluation

Provide technical support to ensure that a well-prioritised and strategic selection of evaluations at programme or Cox’s bazar Office strategy level is managed in order that each evaluation is designed and carried out with quality process and products and that evaluation results are useful to the intended audience.

6. M&E Capacity Building

Provide technical support to ensure that the monitoring and evaluation capacities of Cox’s Bazar Office staff and national partners – government and civil society – are strengthened enabling them to increasingly engage in and lead monitoring and evaluation processes.

To qualify as an advocate for every child you will have…

  • University degree in social sciences, geo-information science/information management, development planning, planning, evaluation, survey implementation, advanced statistical research.
  • Strong knowledge and experience in using ONA, ODK, KOBO and other mobile data collection.
  • Strong knowledge and experience in database management using MS Office package, GIS, Mapping and infographics skills (e.g., ArcGIS, Adobe).
  • Professional work experience in programme development and implementation including monitoring and evaluation activities as follows:
  • Two years of relevant professional work experience. At least one instance of exposure to emergency programming, including preparedness planning.
  • Active involvement in a humanitarian crisis response programme preferred.
  • Fluency in English (verbal and written). Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language is an asset.
