The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened an area office in Cox’s Bazar, and a country office in Dhaka.

POSITION PROFILE

The Monitoring, Evaluation, Accountability and Learning (MEAL) Team Leader (TL) for DRC Country office in Bangladesh will coordinate the technical and operational planning and implementation of MEAL activities required to improve and maintain programmes’ quality and accountability. The MEAL TL will be responsible for process and outcome monitoring and will provide support to project teams for developing and coordinating output monitoring and database design and management. The MEAL TL will also be responsible for the implementation of the MEAL strategies and global standards set by DRC; support mainstreaming MEAL throughout the Project Cycle Management (PCM) to reinforce quality program management responsibility and ensure AGDM information support for the management.

The MEAL Team Leader will ensure high programme quality throughout project implementation as a part of the Programme Quality Team. This includes, among other responsibilities: a) developing and review MEAL plans, reports, and IPTTs, b) managing data collection tools and methodologies for sampling and monitoring of the MEAL officers, c) high-quality MEAL inputs for proposal, learning, and building the capacity of both MEAL and project team, d) conduct data quality checks and data validation of IPTTs and process and outcome monitoring datasets e) review reports and data analysis prepared by MEAL officers, e) filling RO and HQ MEAL Reporting requirement for PDQ Manager.

DUTIES & RESPONSIBILITIES

Country Office MEAL Capacities and Commitments

  • Engage in and support quality throughout Project Cycle Management accommodating external requirements, including the development of adequate MEAL plans, tools and processes relevant to the area of responsibility.
  • Apply and adapt the DRC MEAL model and the relevant Building Blocks and guidance to the DRC Bangladesh MEAL system and corresponding projects and programmes.
  • Identify and plan for the human resources, financial resources, and time needed to carry out MEAL activities within DRC country operations in line with DRC global guidance.
  • Apply DRC guidance for MEAL and division of labour as per MEAL workstream RASCI matrix to ensure accountability of MEAL functions at CO level.
  • Participate in and contribute to (as appropriate) project Kick-off meetings, Quarterly Review meetings and Close-out meetings to highlight cross-project components aimed at replicating good practices and strengthening synergies between projects or programmes.
  • Contribute (as appropriate) to analysis, evaluation, and research for data-driven evidence within DRC Bangladesh operations.
  • Ensure high-quality inputs for all grant project design, monitoring, and evaluation programs.

Results Monitoring and Programme Quality Support

  • Support PDQ Manager in developing the Project proposal, logical framework and detailed MEAL planning.
  • Lead on the development and revision of project-specific MEAL plans and ensure IPTTs are in place including data collection, measurement, and scope of work.
  • Ensure the development of appropriate monitoring, tracking, and reporting systems, tools and templates that enhance the monitoring of programme outputs and the quality of grant projects.
  • Generate quality evidence on programme outcomes and promote and ensure the use of data for decision-making processes.
  • Manage the process of developing and standardizing monitoring activities across all DRC programmes including implementation of regular and standard monitoring activities such as cash payment monitoring, etc.
  • Lead on developing specific monitoring activities related to data quality and improvement of programme quality, including but not limited to beneficiary feedback following case management activities.
  • Conduct data-check validation for the IPTTs as per the IPTT guidelines developed in DRC Bangladesh.
  • Provide feedback on monitoring reports developed by the MEAL officers and ensure project-relevant information is shared and used to properly track progress of projects (i.e., PDM reports, Distribution monitoring, IPTT).
  • Provide technical supervision on the plans and work progress of MEAL officers related to data collection exercises and report writing.

Accountability and Learning

  • Review and implement different mechanisms for community engagement and feedback in monitoring, evaluation, accountability, and learning in the area of responsibility.
  • Support the implementation of DRC’s Community Feedback Mechanism in line with global CFM guidance and roll-out.
  • Support the PDQ Manager/HoP to assess the gaps and work to support country- and project-level practices to ensure DRC is compliant with the Core Humanitarian Standards.
  • Support developing specific monitoring activities related to data quality and improvement of programme quality, including but not limited to beneficiary feedback following case management activities.
  • Coordinate with external and internal partners for supporting joint visits, due diligence process, monitoring and capturing learning.
  • Translate MEAL findings into organisational learning; plan and implement learning events and design appropriate learning products.

Technical Management and Capacity-building

  • Build the capacity of staff to plan and implement effective accountability systems for the country programme.
  • Provide mentoring and technical support to MEAL staff in data collection, analysis, and reporting. This would include mentoring and supporting capacity development for the development of the MEAL plans and IPTTs and providing feedback.
  • Regularly present the key MEAL findings and feedback to the PDQ Manager, and when relevant to programme coordination meetings.
  • Represent DRC MEAL unit in coordination meetings, Working Groups, or any external meetings as needed.
  • Assist in other tasks as required by the PDQ manager, including extensive support to other programmes whenever deemed necessary.

Safety

  • Comply with all global and location-specific safety rules, policies, and procedures. Report safety incidents, near-misses and other relevant information to the safety team as shall be briefed during onboarding. Failure to adhere to these is a disciplinary offence while it may also leave the position holder, their colleagues and DRC Bangladesh, at risk.
  • Additional responsibilities include ensuring team members’ safety while they perform duties on behalf of the organization. As a manager, position holder needs to be proactive, take the highest level of precautions at their disposal for safety and seek support from the safety team or even senior management team if deemed necessary.

SKILLS AND EXPERIENCES

  • At least 3-5 years’ experience of working in Monitoring, Research and Learning activities.
  • Experienced working with International NGOs, UN agencies, line ministries /in migrants/refugee settings and/or in emergencies.
  • Proven experience of manging MEAL aspects of a variety of donors including ECHO, FCDO, EU, DANIDA, IOM, UNICEF, UNHCR, FAO.
  • Strong understanding of MEAL principles and processes, including database management, reporting etc.
  • Demonstrated understanding of Core Humanitarian Standards (CHS) and ability to apply accountability and ethical standards.
  • Demonstrated knowledge of design and analysis of qualitative and quantitative research methods required.
  • Experience in complex and volatile contexts.
  • Strong interpersonal, communication and leadership skills.
  • Strong planning and organizational skills.
  • Demonstrated commitment to meet deadlines and high degree of autonomy in his / her work required.
  • Experience of working with or providing support to partners and/or a partnership model of working.

EDUCATIONAL QUALIFICATIONS

  • Master’s degree in Social Sciences, Statistics, Economics, Public Policy, Development Studies or in relevant fields + 3 Years of work experience in MEAL.
  • Masters, Diplomas from abroad or Certification in M&E, IMS, PMP, PMD PRO, PRINCE2or related fields an added value..

LANGUAGES

  • English (Fluent in writing and speaking)
  • Bengali (Fluent in writing and speaking)
  • Ability to speak Rohingya or Chittagonian is an asset
