Strategic office context

Education Cannot Wait (ECW) is the United Nations global fund for education in emergencies and protracted crises. Since 2017, we support quality education outcomes for refugee, internally displaced and other crisis-affected girls and boys, so no one is left behind. ECW works through the multilateral system to both increase the speed of responses in crises and connect immediate relief and longer-term interventions through multi-year programming. ECW works in close partnership with governments, public and private donors, UN agencies, civil society organizations, and other humanitarian and development aid actors to increase efficiencies and end siloed responses. ECW urgently appeals to public and private sector donors for expanded support to reach even more vulnerable children and youth. ECW is administered under UNICEF’s financial, human resources and administrative rules and regulations; operations are run by the Fund’s own independent governance structure.

Purpose of the Job

The collection, analysis, dissemination, and use of good quality, disaggregated data is the foundation of effective action and change. Governments and other humanitarian-development stakeholders need to understand which children are thriving and who is being left behind. Data and other evidence are also crucial to understand and improve the impact of policies and programs for children, as well as to understand children’s own views and priorities.

Within the delegated authority of the chief of monitoring, evaluation, and global reporting and under the given organizational set-up, the incumbent would be responsible for, the monitoring, evaluation, and global reporting officer is responsible for supporting the monitoring, evaluation, and global reporting team of the ECW secretariat. The scope of work covers technical assistance and support to ECW programs and grantees on monitoring, measurement, evaluation and reporting aspects, as well as support to the production of monitoring, evaluation, measurement and reporting products by the ECW Secretariat. The production of these knowledge products requires education data and information collection, aggregation, analysis, storing, reporting, and presentation skills. Support towards the production of ECWs annual results report as well as the maintenance and further development of ECWs results and information management and learning systems, is an important core task of this position.

Key functions, accountabilities and related duties/tasks

  1. Contribute to developing analytical reports, economic analyses, case studies, policy documents and other relevant documentation to build the evidence base for advocacy and resource mobilization, policy development, and effective education interventions.
  2. Provide technical monitoring, measurement, evaluation and reporting support to grant recipients and partners.
  3. Support and promote the use of good practices in monitoring and evaluation and review relevant research and studies on interventions to measure child education outcomes in humanitarian emergencies and protracted crisis settings.
  4. Ensure that ECWs results management information and data systems and dashboards are up-to-date, useful, and user-friendly.
  5. Support the production and related data collection, analysis, and writing of ECWs annual results report.
  6. Support the evaluation function in the commissioning and management of programmatic, thematic, and organizational evaluations that are impartial, independent, credible, and meet professional standards.
  7. Assist in ensuring that evaluation, measurement, and research findings are effectively packaged, disseminated, and presented in a useful and user-friendly manner, and that recommendations are followed up on.
  8. Support organization-wide learning through dissemination of information and dialogue on new and emergent methodologies and technologies, evaluation and measurement results, recommendations and lessons learned.
  9. Perform other related duties and assignments as and when required.

Impact of Results

The work and results of the monitoring, evaluation and reporting officer will be critical for measuring the outputs, outcomes and impacts of ECW’s education investment and better understand what works and does not work in education provision for children and adolescents affected by conflict and crisis.

To qualify as an advocate for every child you will have…

  • University degree (Bachelor) in social science, education, economics, international or development studies, monitoring and evaluation or related field. A Master's degree is an asset.
  • A minimum of two years of relevant professional experience in education and/or humanitarian development of which at least two years of professional experience in monitoring and/or evaluation.
  • Experience with data collection, processing, analysis, and reporting.
  • Experience in writing analytical reports and ability to respond to tight deadlines with a good attention to detail.
  • Strong competence with the following Microsoft Office applications: Word, Excel, PowerPoint.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  • Below aspects would be considered as assets:
    • Knowledge of and familiarity with methods and technologies applicable to monitoring, measurement, and evaluation.
    • Experience with statistical data packages (STATA, SPSS, R, and other relevant software packages).
    • Previous work experience in a developing country and/or in a humanitarian context.
    • Strong organizational and interpersonal communication skills.
    • Ability to work in a lean structure, which requires flexibility and proactivity.
