WHO policy for Fast Track Procedures for Emergencies

OBJECTIVES OF THE PROGRAMME

WCO has established project management unit (PMU) to administer national public health programme “Sehatmandi” delivering primaryand secondary health care services across the country through the outsourcing mechanism to NGOs. As an emergency measure this will enable to avoidlarge-scale preventable morbidities and mortalities among mothers, women andchildren. WHO is supporting a up to 1,209 different level health facilitiesacross 17 provinces and may extend its support all provinces in 2022

DESCRIPTION OF DUTIES

The incumbentwill perform the following duties:

1- Provide technical expertis eto the WHO/PMU programme activities in producing quality plans, logicalframework and project reporting requirements for sustaining life sawing essentialhealth services and systems.

2- Develop M&E approaches,tools, framework, methodologies and monitoring plans specific for PMU management to enable effective decision making.

3- Design system and format to compile and analyze available data and information,prepare and submit weekly and monthly monitoring reports.

4- Create methodology to determinethe data information elements that are required internally and externally tosupport the decision-making.

5- Design standardized methodsof capturing and consolidating evidence-based health interventions and documentlessons learnt, best practices and trend analyses for promoting accountability,responsiveness and transparency.

6- Create and promote partnerships and accountability with stakeholders, NGOs and national and health related partners ensuring consent of all partnersto remedial actions for effective implementation following tracking, reporting and identifying gaps on the progress of the project implementation, .

7- Provide technical insights and expertise to PMU in preparing reports to the Donorsand Key Performance Indicator Report.

8- Develop curriculum and provide training to build and strengthen national capacities for monitoring andevaluation of health programmes.

9- Produce routine analyses on performance to senior management, design concept papers, situation analysis,develop monthly technical reports assessing the implementation of related programmes.

10- Facilitate the operational planning and reporting of related healthemergencies activities, verify results-oriented formulations and brieftechnical leads on proper submissions that culminate in approved operationalwork plans, and their subsequent programmatic monitoring, evaluation and reporting.

REQUIRED QUALIFICATIONS

Education

Essential: Master's degree in public health, statistics, publicor business administration or information technology. Course work should include training in monitoring and evaluation of projects in public healthand/or epidemiology.

Experience

Essential: At least seven years' of relevant experience including proven international exposure inthe design and implementation of public health intervention monitoring and evaluation strategies, methodologies and tools, including experience inemergency operations or humanitarian context

Desirable: Prior emergency disaster and health outbreak response or humanitarian working experience at field level, with WHO/UN, health cluster partners, recognized humanitarian organizations or with an international nongovernmental organization.

Skills

- Excellent ability to do statistical analyses and to use a statistical analysis package (STATA,SAS, r)

- Excellent knowledge of the Logical Framework Approach to project planning, including ability to set measurable indicators for project monitoring

- Good understanding of M&E systems, project evaluations, and data quality audit.

- Demonstrated knowledge of Public health principles, disciplines and techniques to implement monitoring and evaluation strategies.

- Excellent written and oral communication skills, demonstrated skills in presenting information to groups of people with diverse educational and training backgrounds .

- Advanced ability to gather, analyse and disseminate information.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2678 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
