Under the direct supervision of the Deputy Resident Representative, the Monitoring, Evaluation and Learning Specialist will work to strengthen project monitoring and evaluation capacities and provide increased support in programmes monitoring, evaluation and learning. The incumbent will work in close cooperation with management, Programme, Operations and other Teams within the Country Office and Regional Hub.

Duties and Responsibilities

Scope of Work

The MEL Specialist has overall responsibility for monitoring, evaluation, learning, and results reporting activities for the project/programme. Key tasks include:

  • Lead on the development and completion of the project and programme level M&E framework based on the final approved project document/CPD, to include: Results and indicators table, Results monitoring tool, Periodic results reporting tool
  • Set up and maintain a database for the management of the indicator framework. In collaboration with data providers, identify data sourcing methods and agree on all aspects of budget, frequency, reporting, etc.
  • Support project staff in the reporting of project activities and undertake quality assurance of project reporting (e.g., Project Assurance Report)
  • Systematically document and disseminate project lessons.

With a detailed scope of work is as the following :

Development and Implementation of Projects and Programme M&E Framework:

  • Produce the project M&E framework in accordance with the project and programme monitoring and evaluation plan.
  • Guide and coordinate the development of the project and programme results table including:
    • Provide technical advice for the performance indicators updates and reporting, incl. the results-oriented annual report (ROAR)
    • Ensure realistic intermediate and end-of-project targets are defined.
    • Identify sources of data, collection methods, who collects data, how often, cost of collection, and who analyzes it.
    • Provide analysis and strategic input for the formulation of the 2024 COBP
  • Ensure gender equality and social inclusion (GESI) is integrated into the MEL framework and in results reporting
  • Provide technical advice to the Gender Analyst, to develop, update and monitor a results-based gender action plan, as part of the CO Gender Seal strategy
  • Identify the requirements for collecting baseline data, prepare terms of reference, support contracting of a baseline survey/ies, and monitor progress.
  • Support finalization of Just Transition Chapter for Just Energy Transition Partnership (JETP) comprehensive investment plan and policies JETP CIPP
  • Support analysis and drafting of energy transition think piece
  • Support preparation of Indonesia’s Net Zero Acceleration through Integrated Actions in the Energy and FOLU sectors (INET-ZERO) Project Preparation Grant (PPG) INET Zero PPG (TOR development for consultant team, SES document making, selection of consultants, substantive discussion with PPG team

Implementation of Projects M&E framework:

  • Oversee project and programme MEL activities as per the Annual Work Plan, with a particular focus on results and impacts as well as on lesson learning.
  • Ensure and review the project’s 6 monthly results tracker with key activities, indicators, baseline, and targets to obtain 6 monthly progress - Project Assurance Report (PAR), towards the attainment of the results-oriented annual reporting (ROAR)
  • Provide guidance for the development of TORs and evaluation process (mid-term reviews and evaluations) in accordance with UNDP guidance.
  • Ensure that the project’s results and contribution to corporate output and outcome targets are well captured in the UNDP’s corporate platforms: Integrated Work Plan, ROAR, Annual Business Plan, Strategic Plan reporting, etc.
  • Review, analyze, and provide feedback for CO’s decentralized project evaluations

Capacity development

  • Provide advice, support, and recommend assistance to project management in regard to monitoring and evaluation, performance management/ monitoring, and results reporting
  • Organize and provide training in MEL for programme and project colleagues with a view to developing local MEL capacity.
  • Recommend and develop strategies to measure the performance of the projects and support them to implement mechanisms for the collection and verification of performance data.

Lesson learning

  • Working with the QARE unit, Head of the Environment Unit, and Project Managers, support the design and implementation of a system to identify, analyze, document, and disseminate lessons learned.
  • In coordination with the Communications Officer, collect case studies to illustrate challenges, progress, and innovation in the project’s work. These should include a GESI perspective.

Required Skills and Experience

Minimum Qualifications of the Successful Applicant

  • Min. academic education A minimum requirement would be a bachelor’s degree in Environment, Energy, Project Management, Economics, Climate Change and Sustainable Development; and/or a related field.
  • Master’s Degree in Environment, Energy, Project Management, Economics,
  • Climate Change and Sustainable Development; and/or related fields would be an advantage

Min. years of relevant work experience

  • Five years (with a master’s degree) or seven years (with a bachelor’s degree) of relevant professional experience in international development projects or programmes, preferably in the field of project management, environment, and sustainable development, including at least three years with direct responsibility for managing MEL systems.

Required skills

  • Specialist knowledge and experience in the area of MEL methodologies and approaches, including:
    • Quantitative, qualitative, and participatory approaches
    • Planning, design, and implementation of MEL systems for large-scale development projects
    • Devising and delivering training in M&E development and implementation and/or facilitating learning-oriented analysis sessions of MEL data with multiple stakeholders
  • Excellent analytical, communication, writing, and presentation skills
  • Good understanding of GESI concepts and approaches in MEL
  • Conversant with standard office computer software and basic database software (Access, Excel, etc.) suitable for MEL data management.
