The Haiti country office needs substantial capacity and strategic direction in monitoring and evaluation to ensure that all new and existing programs integrate monitoring and reporting into program formulation. This includes overseeing the monitoring and evaluation of This includes overseeing the monitoring of results against national and regional goals and the UN Women Strategic Plan, with a focus on supporting implementing partners in monitoring results and planning effective reporting processes. The office therefore seeks a Monitoring and Evaluation Specialist to provide strategic guidance and support. Reporting to the UN Women Haiti Resident Representative, the Monitoring and Evaluation Specialist will support colleagues in integrating monitoring and evaluation into program formulation, as well as monitoring the objectives of strategic notes and plans and reporting results to internal and external audiences. UN Women Haiti Strategic Note focuses on four strategic areas: (i) women participation in decision-making processes, including political and electoral process (ii) women’s economic empowerment particularly through leveraging the potential of agriculture and renewable energies; (iii) enhanced access of women to the justice system with a specific focus of women surviving gender-based violence and improving the performance of the justice system to address the needs of women and girls (iv) supporting women and girls to participate in the design and delivery of gender-responsive risk reduction strategies, The pluriannual strategy of the UN Women Haiti Country Office is aligned to the new Sustainable Development Framework of the United Nations in Haiti (UNSFD) and to the Program Flagships of UN Women. In the objective of strengthening its program management structure, UN Women is recruiting a UNV Monitoring Evaluation and Reporting Specialist who will enhance program results monitoring and reporting of the country office.

Under the direct supervision of the Country Representative or his/her designated mandated representative the UN Volunteer will undertake the following tasks:

  1. Support to the country level strategic planning processes, and making sure that plans are aligned with the UN Women Strategic Plan and Flagship Programming Initiatives: • Provide quality assurance of program documents through review of results frameworks in order to meet SMART criteria; • Manage the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes; • Ensure use of relevant evaluation findings, conclusions and recommendations are incorporated to programme formulation; • Coordinate annual work plan monitoring, reviews and reporting; • Ensure linkage of Annual Work Plans (AWPs) and corresponding Monitoring, Evaluation and Research (MER) • Plans with the UN Women Strategic Plan; • Provide strategic guidance to partners and CO/MCO in developing Performance Monitoring Frameworks (PMFs) and Baseline Surveys; • Support the coordination of Country Programme updates and its mid-term review • Annual Work Planning (AWP) processes in the CO; • Ensure linkage of Annual Work Plans (AWPs) and corresponding Monitoring, Evaluation and Research (MER) Plans with the UN Women Strategic Plan and Country Programme; • Guidance to development of Results Frameworks (DRF) and Management Results Frameworks (MRF) at country level; • Ensure the incorporation of lessons learn from reviews and evaluations into Annual Work Plans and other planning processes at country level. • Provide advice to country offices in the clearance of donor agreements and Programme Cooperation Agreements; • Ensure sufficient funds for monitoring, evaluation and reporting at country/ regional level.

  2. Provide technical guidance to the Country Office in and oversee monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan • Ensure data collection and analysis from field visits are coordinated and standardized across programmes; • Monitor data from partners on a quarterly basis and draft regular management briefs to inform decision making; · Visit partners to support monitoring of results and planning processes; · Lead the review of financial reports based on contractual obligation; · Monitor the spending of donor funds and other programme expenditures and disbursements; · Develop and monitor the CO/MCO’s Monitoring, Evaluation, and Research Plan.

  3. Oversee reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences • Coordinate and provide technical guidance to the country office in meeting internal and external reporting requirements and deadlines, including annual reporting process; • Finalize donor and programme reports (both narrative and financial); • Ensure use of relevant evaluation findings, conclusions and recommendations are incorporated into programme reporting; • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting; • Ensure the availability (including collecting and maintaining) of data for country, regional and global corporate reports, mid-term reviews, and final evaluations.

  4. Provide technical support to the Country Office in the implementation the UN Women Evaluation Policy • Provide technical support to the implementation of UN Women’s Evaluation plan at the country level; • Provide guidance to CO programme staff on evaluations; • Ensure communication between the CO and RO regarding Evaluations; • Represent the country offices in monitoring and evaluation working groups in the context of United Nations Development Assistance Framework (UNDAF).

  5. Contribute to knowledge building and capacity building • Identify and disseminate good practices, lessons and knowledge; as identified through programme implementation, monitoring and evaluation activities; • Develop capacity development tools, including training materials and packages; • Manage capacity building opportunities of staff and partners in the region/country in the areas of Results Based Management (RBM), Monitoring and Evaluation (M&E); • Promote the awareness and understanding of the shared responsibility of M&E among all staff members through communication, training, learning and development activities. • Any other related tasks as may be required or assigned by the supervisor.

6- Monitoring and tracking of results against country level targets and UN Women Strategic Plan and cost sharing programmes including Flagship Programming Initiatives : • Support development and effective implementation of monitoring tracking systems at country level including the development of monitoring guidelines and tools. • Synthesize and analyze monitoring data from countries on a quarterly basis, and development of regular management briefs to inform decision-making. • Guide the visits to partners to support monitoring of results and planning processes as required. • Design and implement an information system for donor contract management including tracking of contracts, contractual obligations, and installments and reporting schedules etc in collaboration with the NPO • Ensure continues improvement of the contract and partnership database management. • Ensure timeliness of budget revision processes at country level. • Working with the regional communication and evaluation unit, support processes of generating, codifying and dissemination of good practices, lessons and knowledge based on monitoring and evaluation results.

• International development with substantive experience in the area of development and or gender equality and women’s empowerment issues. • Preferably 3 years of experience working in the area of monitoring and reporting, including proven track-record in the design and implementation of comprehensive monitoring systems. • Good knowledge of research methods, solid understanding of knowledge management, and knowledge of ATLAS and Prince II considered an asset. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an advantage. • Experience in the United Nations, UN Women and/or other multilateral organization, field work experience, are an asset. • Ability to work in a group for data collection and project development; • Good analytical and synthesis skills; • Good communication and negotiation skills; • Attitude to M&E and RBM training • Ability to work in a multi-cultural environment and establish harmonious working relationships;

A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Housing conditions vary depending on the location of your mission, but it is generally difficult to find housing in Haiti, which is often expensive. Activate your network of local contacts and let others know that you are looking for housing. Go through an agent (to whom you will have to pay a commission, generally 1 month's rent) or a broker. Ask your host organization to help you in your search. There are several things to consider when looking for housing in Haiti: There are few studio apartments and furnished housing, especially outside of Port-au-Prince. Roommates are possible. It is important to be informed before starting your search: some areas are not recommended in Port-au-Prince or Cap Haïtien for example for security reasons. Many homes do not have access to electricity or water. Be sure to ask about these issues when researching. Water/Electricity/Gas Subscription Access to water or electricity is not necessarily included when you stay in Haiti. It is therefore recommended that you check with the owner of your accommodation beforehand to see if this type of charge is included in the rental. Travel Travelling around the country is long, even though many road construction projects have been initiated. Very often, distances are counted in hours. For example, to get to the Central Plateau (Hinche), about 100 km from the capital, it takes about 2 hours by car. To go from Port-au-Prince to Les Cayes, it takes about 4 hours by car. For the trip from Port-au-Prince to Cap-Haitian, there is a minimum of 5 to 6 hours of driving. Practical advice: in general, you should be very careful when choosing public transportation and avoid traveling alone at night. Means of transportation Private vehicle: UN-Women facilitates transportation to the workplace. Driving in Haiti is relatively dangerous, due to the anarchy of traffic, the carelessness of many public transport drivers, the general state of the vehicles, and the many dangers that occur on the road (unexpected crossing of children, adults, animals, etc.). This is why you must be very careful and drive at an appropriate speed. Finally, if you drive in Haiti, you must take steps to obtain a Haitian driver's license; the international driver's license is only valid for a limited time. UN-Women prohibits the use of motorcycle cabs for safety reasons.

Haiti is non-family duty station. The country is mostly mountainous, with a tropical climate. There are two rainy seasons (April-May and September-October). The hurricane season occurs from June to October and the average temperature is 25 degrees Celsius. Health: UN Volunteers should be aware that they are exposed to a number of tropical diseases and should complete all medical formalities specified in the offer of assignment before travelling and bring with them sufficient and appropriate medical supplies. The following vaccinations are required and/or recommended prior to travel or upon arrival: typhoid, hepatitis A and B, yellow fever (required for travelers arriving), polio, rabies, tetanus/diphtheria, measles-mumps-rubella (MMR), malaria (prophylaxis is recommended for almost all parts of the country). UN staff has 24-hour access to a fully operational military hospital, run by the Argentinean military, and a medical clinic during office hours. There is also a selection of other health facilities available in Haiti, although for any major surgery or tests, you may be referred to the Dominican Republic or Miami. Security: Port-au-Prince is currently in Security Phase III and United Nations’ Bank and Communication: Upon your arrival in Haiti, your account will be opened with a foreign bank. The currency of account is normally USD. You can purchase SIM card in Haiti from any of the leading telephone companies for your personal use; if required (on the basis of your working requirements), you can be issued an official SIM card by the mission (upon request of your respective section).
