The Norwegian Refugee Council (NRC) is reinforcing its presence in North-East Ukraine and establishes an Area Office based in Kharkiv. The Area Office North - East (AONE) will become a new area office, scaled up from the current Kharkiv Field Office, and will start being operational in the first half of 2026. The Area Programme Manager will take an active part in this scale up.
AONE will cover regions of Kharkiv and Sumy where current Field Office (FO) in Shostka will, in first half of 2026, structurally move to be under new Kharkiv AONE.
The key sectors of intervention covered by the North-East area office will include Shelter, Information Counselling and Legal Assistance (ICLA), Protection from Violence, Education, and emergency response through cash assistance.
This position is open to candidates who have the legal right to work in Ukraine. Please note that we are unable to provide work permits or visa sponsorships for this position.
Qualifications
- Generic professional competencies:
- Degree in statistics, computer science, computer engineering, information systems/technology or related discipline.
- Demonstrated experience in database (or spreadsheets for data storage) design, development and follow-up support.
- Documented results related to the position’s responsibilities.
- Storage data interpretation skills, report writing, and data presentation
- Proficiency in spoken and written English.
Fluent in Ukrainian. Knowledge of Russian language is an asset
Context/ Specific skills, knowledge and experience:
- Relevant working experience in information or data management
- Understanding of theory of change (ToC), logframe (LFA), and indicators desired.
- Good knowledge and experience in the implementation of quantitative and qualitative data collection, training, supervision, sampling, analysis and sharing results (visualisation).
- Proven experience in reviewing means of verification and giving feedback on their quality.
- Experience in data collection, analysis and visualisation tools (DHIS 2, KOBO/ODK, Advanced EXCEL, Power Bi).
- Experience in the development of training package or provision of training for program staff.
- Experience with VBA development desirable.
- Knowledge of CRMs, communication API, etc. desirable.
- Experience working in an (inter)national NGO desirable.

Responsibilities
Generic responsibilities
- Ensure compliance and adherence to the NRC policies, guidance and procedures, including national legislation, EU General Data Protection Regulation, and NRC policies regarding the data security, data protection, and data-sharing
- Ensure compliance with NRC strategy, tools, handbooks, guidelines and standards
- Technically support Database Officer(s) where applicable in their day-to-day responsibilities
- Contribute to the establishment and maintenance of an efficient, reliable, and accountable IM system, including a data management system, in NRC Ukraine and in Area North-East
- Contribute to the development, roll-out and overseeing of the implementation of the NRC Ukraine IM guidelines
- Contribute to the donor, project/program reports, assessments, and strategy documents
- Responsible for ensuring that IM systems are up-to-date with the latest data on indicators, activities, and other programmes/projects’ result
- Ensures data quality through the implementation of a system of data checks
- Identify opportunities and recommend solutions that will improve current organisational processes.
- Ensure timely back-ups and proper filing of documents.
Specific responsibilities
- Develop and maintain databases (Output and Outcome Reporting System “GORS” Tracker) where data and indicators are tracked and compared over the life of the projects; ensure that these databases are accurate and that data is cleaned and coded correctly.
- Ensure that output and outcome data are collected and documented for timely reporting in GORS and ITTs to make sure monthly progress data are uploaded and updated in the CO dashboard.
- Communicate regularly with MEAL and project staff to ensure that they are aware of what is needed, they have adequate MEAL resources (attendance lists, training report template, etc.), and that they are submitted in a timely manner.
- Work with internal stakeholders to identify and understand their needs in terms of information
- products and process data to produce customised products/reports (dashboards, infographics, maps, etc.) for both internal Core Competencies and external consumption to promote evidence-based decision-making and fundraising
- Contribute to development, implement, manage and administer data management systems: project and programme-specific databases, spreadsheets, other tools and procedures, and data capturing systems - based on CC-specific needs, contributing to continual development and strengthening of the IM & M&E systems
- Contribute to the design and implement data strategies and systems while technically supporting with the collection, storage, management and processing of data ensuring that data is clean, reliable, valid, and accurate.
- Contribute to development of data collection tools, including online/mobile data collection (ODC), and support the collection, management and analysis of data and act as a focal point for training the teams for data collection, and for preparing the analysis in an appropriate, efficient, and safe manner.
- Perform any other tasks as requested by the MEAL Coordinator within the current role.
