BACKGROUND

The IRC established programs in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting thousands of internally displaced families in the northern, central and southern governorates in the sectors of protection, gender-based violence (GBV), education, economic recovery, child Protection and emergency humanitarian assistance. Working in coordination with the humanitarian community in Iraq, the IRC's assistance and emergency programs address the needs of war-affected Iraqi internally displaced persons (IDPs) and Syrian refugees from several operational bases in the country and include both camp-based and urban-based assistance. IRC operates throughout Iraq, with the main office in Erbil and field offices in, Baghdad, SAD, Anbar, and Mosul.

Job Overview/Summary: The Monitoring, Evaluation and Learning officer is responsible for managing operations of the MEAL system in Mosul to support programme management and accountability functions. He/she contributes toward the relevance, effectiveness, and efficiency of IRC. In addition to programme data management for quality purposes.

Major Responsibilities:

Design and Planning:

1. Manage the implementation of project specific MEAL plans in alignment with the donor and the IRC MEAL standards.

2. Participate in project design, revise the project objective hierarchy and logical framework matrix (activities, processes, inputs, outputs, outcomes, and impacts)

3. Manage the identification and design of appropriate tools, formats, and procedures of operational monitoring at each level of the objective hierarchy, including Post Distribution Monitoring, Onsite Monitoring Surveys, Checklists, etc.

4. Support the project teams and partners in creating monitoring and data capturing tools.

5. Support the creation of MEAL plans and ensure that IRC core indicators are reflected.

6. Design and plan data collection exercises including but not limited to hiring enumerators, prepare the movement plans, identifying methodologies, ensure the readiness of data collection tools, and preparation of analysis and reporting plans.

7. Support local partners plan their MEAL exercises.

MEL Implementation

8. Ensure that routine data is regularly entered as per dataflow and identify and address any issues with timeliness

and regularity of data entry.

9. Conduct regular data quality checks and data audits to ensure the consistency, correctness, and completeness of the reported data.

10. Work closely with the project team to fill the indicator tracking tables on monthly basis.

11. Upload project specific Monitoring details on the proper information management software.

12. Conduct quantitative data analysis and interpretation exercises complemented by qualitative data and success stories.

13. Lead discussions with the program team and partners to agree on a detailed action plan following the monitoring findings and recommendations.

14. Assist in the implementation of evaluations and needs assessment surveys and provide direct support for the exercises.

15. Ensure that project level means of verification are available and organized at project sites.

16. Support the clients Responsiveness and accountability (CRA) team to explain the IRC CRA standards for the project team and clients in the field when CRA team are present.

Evaluations and Learning:

17. Provide support to external consultants and individuals sub-contracted to implement special surveys or studies required for evaluating project effects and impacts

18. Facilitate analysis sessions with project staff to reflect on findings and agree on programmatic action.

19. Facilitate and support learning events/after action reviews at the field level with the relevant IRC and partners staff and draw the necessary recommendations accordingly.

20. Represent the MEL with TPM teams and to provide the project specific information from the field level.

Capacity Building

21. Assist in organizing trainings on MEAL principles for capacity development and awareness among relevant IRC and partner’s staff.

22. Conduct coaching/On the job trainings on MEAL frameworks, data collection methodologies, data analysis, MEL and reporting for both IRC and relevant partner’s staff.

23. Conduct joint monitoring activities with the relevant local partners staff to ensure aligned methodological data collection approaches.

Information Management Contribution:

24. Work closely with the Information Management team to Develop, establish, maintain, and continuously improves information management processes that support the achievement of MEL processes at the field level.

25. Keep proper archiving for MEAL records including reports, learnings, raw data, and ensuring documents protection and authorization permissions.

26. Oversees portfolios of projects and captures all programmatic information related to IRC including data from various data collection tools, assessments, and evaluations with the collaboration of the wider M&E team.

Qualifications

1. A bachelor’s degree preferred in social sciences, nutrition, statistics, or development studies

2. At least two years of relevant work experience.

3. Experience in design and implementation of MEAL systems; including qualitative and quantitative approaches to assessment and monitoring.

4. Experience in participatory assessment, monitoring and evaluation, training and facilitation, data processing or analysis

5. SPSS, CsPro, and Excel knowledge; and information dissemination software

6. Knowledge of mobile data collection platforms and database and preferred knowledge in GIS.

7. Very English report writing and information dissemination skills

8. Very Good knowledge of and experience with humanitarian guidelines and principles

9. Very Good contextual knowledge of local community and social/cultural constraints, realities and organizational relationships for effective project design and implementation.

10. Communicates with integrity to different stakeholders- good interpersonal skills with people across a wide social range including project beneficiaries/community members, other IRC staff/managers, government officials etc

11. Good human resources management skills

12. Ability to travel/be based to/in project sites as needed.
