ABOUT THE JOB

The Monitoring, Evaluation, Accountability and Learning (MEAL) officer will work closely with the MEAL Manager, MEAL Specialists, CRM Specialist, IM Specialist and other MEAL team members in the area offices to contribute the development of high-quality monitoring tools, promoting accountability to affected populations, documenting lessons learned from program activities, and assisting in project evaluations. The MEAL officer will support the direct implementation of all MEAL processes and activities (non-sector-specific) in their office under the supervision of the MEAL Manager and with guidance from their MEAL Specialists. These processes will include training enumerators and overseeing post distribution monitoring, hosting quarterly learning processes with office staff, overseeing and operating the office feedback and complaints response mechanism, tracking area specific activities related to the MEAL and accountability and reporting the results MEAL activities to the MEAL manager and program team. The MEAL officer will manage the day-to-day MEAL functions at their subbase office and support the MEAL Officer in the development of MEAL tools and implementation of MEAL activities. The MEAL Officer will also be engaged in supporting the MEAL specialists in building the MEAL processes and implementation of the MEAL system.

Responsibilities:

Implementation of Project MEAL systems for all programmers in respective area

  • Assist sectorial MEAL specialists in developing MEAL tools, contextualization and translation.
  • Measure and report on indicators in compliance with DRC grant agreements and based on Project MEAL plans.
  • Implement and update the MEAL plan monthly, including the collection, entry and basic analysis of program data.
  • Review the Means of Verification for each project activity, providing regular reports to the MEAL Manager and guidance to program staff.
  • Assist in drafting project-based MEAL Plans.
  • Provide weekly and monthly reports to the MEAL manager on the implementation of MEAL plans and exercises.
  • Train enumerators in data collection and supervise the enumerators during monitoring and evaluation exercises.
  • Work closely with program teams, following their work plans and updating the MEAL plan accordingly.
  • Support annual updates and rapid needs assessments in coordination with the MEAL Officer.
  • Work with the MEAL Officer to conduct assessments, research, and other M&E activities.
  • Conduct FGDs for gathering feedback on the assessment of current MEAL practices.

Data collection tools development and use

  • Assist country office MEAL Team in the development of relevant and quality data collection tools for quantitative and qualitative research, e.g. baseline /end-line surveys, needs assessment questionnaires, PDM tools, FGD and KII guides etc.
  • Lead on translation of necessary documents such as data collection tools and databases
  • Lead field testing of questionnaires and coordinate it with the relevant specialists.
  • Conduct all field data collection, monitoring exercises and evaluation plans through mobile data collection and paper forms
  • Data management, analysis, and use
  • Assist MEAL teams in area offices and in country office in basic quantitative and qualitative data analysis
  • Closely coordinate with relevant programme staff to ensure project-relevant information is shared and used to properly track progress of projects in the appropriate tracker at area- and project-level
  • Collaborate with Programme teams at area-level to ensure actions are taken based on MEAL findings and recommendations, and document such actions in a Process Monitoring Tracker
  • Enter questionnaire in Kobo
  • Create short memos on quantitative datasets and qualitative transcripts
  • Writing of field visit monitoring report after each field visit

Accountability

  • Document all feedback received from beneficiaries and local communities and ensure that the feedback is addressed in a timely manner.
  • Closely coordinate with the area MEAL team to ensure relevant programme teams properly implement accountability measures as per DRC standards and in line with the Core Humanitarian Standards
  • Ensure all beneficiaries are treated with respect, confidentiality and are provided with informed consent with the support of CRM specialist.
  • Support accountability specialist for Staff capacity building in term of providing training on existence feedback mechanism to the new employee and focal points.
  • Assist CRM specialist in drafting the quarterly accountability report.
  • Coordinate with MEAL TLs to share the monthly update of the CRM database
  • Consolidate the CRM database of the area/field offices and make sure all data updated correctly
  • Follow-up the pending cases with the area MEAL team and program team
  • Receive and register feedback correctly through DRC hotline numbers
  • Monitor CRM awareness in the distribution point.

Learning

  • Co-facilitate the learning sessions.
  • Report learning received from certain activities and data.

Other

  • Assist in other tasks as required by the MEAL Manager/CRM specialist Team, including extensive support to all programmes/sectors and other areas whenever deemed necessary

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies:

  • Two years of work experience in MEAL (working in accountability is an asset).
  • Data collection tools development and use
  • Experience in mobile data collection tools and using Kobo.
  • Capacity to think critically and analyse quantitative and qualitative data.
  • Capacity to produce good quality reports.
  • Excellent interpersonal, communication and listening skills.
  • Ability to work with people from various groups and provinces.
  • Understanding the sensitivity and needs of different groups of people.
  • Commitment to meeting deadlines.
  • Create short memos on quantitative datasets and qualitative transcripts
  • Writing of field visit monitoring report after each field visit
  • Ability to respond to urgent needs for reporting.

Education/qualifications:

  • Bachelor Degree in social sciences, Agriculture, humanitarian and/or development studies, or relevant field
  • Maters, Diplomas or Certification in M&E, IMS, Statistics or related fields an added value

Languages:

  • Fluency in English, both written and verbal
  • Ability to work in both Dari and/or Pashto

  • Contract length: to 31st of December 2024 with the possibility of Extension.

  • Designation of Duty Station: Based in Kabul with frequent travel to area offices.
