This UN Volunteer assignment is part of UNDP Indonesia project/flagship programming initiative on preventing violent extremism. In Indonesia’s context, the overall objective of the project is to strengthen the capacity of PVE actors, including the government both at national and sub-national level, CSOs, religious organizations and academia in preventing and countering violent extremism through three approach; providing policy advocacy support to implement the National Action Plan (NAP) Prevention of Violent Extremism (PVE), strengthening the PVE actors' network in the country and evidence-based knowledge on PVE, as well as enhancing the capacity and resilience of youth, religious organizations and women towards the extremist narratives and processes of radicalization. The United Nations Development Programme (UNDP) and the European Union through a regional initiative called “Preventing Violent Extremism through Promoting Tolerance and Respect for Diversity” (PROTECT) continue to support the Government to prevent violent extremism and terrorism in the second phase of the project (2020-2023), building on the first phase. Since the 1st phase, the project has contributed significantly to the acceleration of the issuance of NAP on P/CVE, filled the knowledge gap on PVE, and strengthened the capacity building for youth towards extremist narratives and processes of radicalization.

In the second phase, UNDP Indonesia would like to continue the same three pillars of intervention; support the government policy of NAP on P/CVE both at the national and sub-national level, data and analysis and strengthening the capacity of P/CVE (Countering Violent Extremism) actors, such as religious-based organization, youth, and women. The proposed objective(s) will be achieved by the following outputs through these activities and actions in Indonesia: Output 1 : Strengthening Policy Assistance in order to develop, coordinate and implement National Action Plan on P/CVE. Output 2 : National network, data and trend analysis to stakeholders to prevent violent extremism and radicalism in Indonesia is available. Output 3 : Strengthened capacities and resilience of P/CVE actors towards the extremist narratives and processes of radicalization. The partner of the project are some government institutions, such as: • The Coordinating Ministry for Human Development and Cultural Affairs • The Coordinating Ministry for Political, Legal and Security Affairs • The National Development Planning Agency • The National Counter-Terrorism Agency (BNPT) • The Ministry of Education and Culture Affairs • The Ministry of Religious Affairs • The Ministry of Communication and Informatics • The Ministry of Women Empowerment and Child Protection • The Ministry of Home Affairs • The Ministry of Foreign Affairs • The Indonesian Witness and Victim Protection Agency (LPSK), and • The relevant Government counterparts

Within the delegated authority and under the supervision of National Project Manager of PROTECT Project or his/her designated mandated representative(s), the National UN Volunteer Monitoring and Reporting Officer will:

The National UN Volunteer will undertake the following tasks: a. Assist national project manager to provide services for projects while ensuring quality of project outputs are delivered – in line with the workplan and project document. The incumbent also will support to provide project assurance and technical assistance to project when required and overall monitoring and other relevant operational issues. b. Maintain close contact and cooperation with partners strengthening capacity and networks of national CSOs in order to harmonize activities. Mobilize volunteers to support in-country activities. c. Support the activities which focus on identifying local influencers to build counter-narrative content, through the Creators for Change project. d. Promote a results-based approach for monitoring and evaluation, emphasizing results and impacts. Prepare detailed calendar of M&E activities. e. Liaise and facilitate discussion with other National UN Volunteers in the other countries to coordinate, collaborate and streamline regional activities to the national level. f. Prepare consolidated progress reports for project management including identification of problems (if any), causes of potential bottlenecks in project implementation, and providing specific recommendations. g. Design and implement a system to identify, analyze, and disseminate lesson learned. h. Perform other duties/functions as may be deemed necessary for project implementation and coordination.

All tasks will be implemented using a conflict-sensitive approach to promote healing and reconciliation among communities: 1. Ensuring a deep understanding of the context. 2. Understanding the potential interaction between any planned action/intervention and the context: how will interventions affect the context, how will the context affect interventions.

Assist designing/revising/adapting planned interventions in order to minimize negative and maximize positive impacts on conflict and peace.

Any other related tasks as may be required or assigned by the supervisor.

Results/expected outputs:

As an active UNDP Indonesia team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNDP Indonesia and its beneficiaries in the accomplishment of her/his functions, including: • Effective technical support provided to the project management unit in delivering the result in line with the workplan and project document. • Monitoring and reporting policies and strategies, focusing on achievement of the results implemented Capacity of national CSOs to address extremism and gender narratives strengthened; Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment;

national and/or international level in peace and conflict management, law enforcement, or preventing violent extremism, or other relevant programmes; experience with PVE actors is an asset, as is experience working in the UN or other international development organization; • Experience in dealing with different government and private agencies • Previous work in building online content is an asset • Previous working experience with a UN Agency is an asset • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Desirable: valid national driver’s license and proven ability to drive manual gear 4x4 over rough terrain; (if not applicable, delete) • Sound security awareness; • Have affinity with or interest in peacebuilding, promoting tolerance and respect for diversity, working with PVE actors such as Youth, Women, Religious-based Organization, volunteerism as a mechanism for durable development, and the UN System.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

-National UN Volunteer Specialist receives approximately IDR 8,237,403.08 as Monthly Living Allowance. -Provided with assignment travel cost and entry lumpsum if applicable. -Enrolled in health, life, disability insurance. -Applicable dependents (primary family unit, up to 3) are eligible for health insurance. -Entitled to annual leave, 2.5 days per month. -Provided with exit lumpsum to support transition at the end of assignment.
