Monitoring and Reporting Officer
Contract
This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.
Eligibility criteria
Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.
Description of task
- Provide technical support to the incorporation of monitoring and reporting into program formulation and UN coordination mechanism
- Facilitate the development of monitoring indicators, monitoring calendars, and field monitoring plans
- Contribute to the process of collecting relevant projects’ evaluation, assessment findings and recommendations into programme formulation and UN Coordination mechanism, including coordination on SDGs achievement and Gender Technical Working Group;
- Provide technical support to UN coordination and reporting mechanism on gender quality to ensure quality and to support UN Women’s coordination role within the UN;
- Provide technical support to UN Women Indonesia’s staff and partners in developing Monitoring, Evaluation, Research and Learning frameworks.
- Contribute substantively to the monitoring and tracking of results against country/regional level targets and UN Women Strategic Plan
- Coordinate with Programme Team to ensure that data collection and analysis from field visits are coordinated and standardized across programmes;
- Provide support to Programme Team to monitor data collection and results tracking from implementing partners on a quarterly basis, provide substantive inputs to regular management briefs and UN Coordination mechanism;
- Visit partners, along with the Programme Team, to support monitoring of results and planning processes, as required
- Coordinate with Operations team to monitor the spending of donor funds and other programme expenditures and disbursements.
- Facilitate the reporting of results to internal and external audiences
- Facilitate the process of the Indonesia Country Office meeting internal and external reporting requirements and deadlines;
- Provide substantive support in developing results-based reporting and documentation for external audiences, including donors and public (working together with Communications Team)
- Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting;
- Review progress reports submitted by implementing partners and drafted by team, to provide feedback to improve quality and timeliness of reporting;
- Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations.
- Provide technical support to the Indonesia Country Office in the implementation of UN Women guidance on coordination and planning and Evaluation Policy
- Coordinate the implementation of UN Women’s Evaluation plan and in the country;
- Facilitate the learning about UN Women Evaluation policy and guidance to programme staff;
- Ensure communication between Indonesia Country office and RO regarding Evaluations, coordination and planning and UN accountability mechanism;
- Contribute to knowledge building and capacity building
- Identify and disseminate good practices, lessons and knowledge, as identified through programme implementation, monitoring and evaluation activities;
- Contribute to the development of capacity development tools, including training materials and packages;
- Facilitate capacity building opportunities for staff and partners in the country in the areas of Results Based Management (RBM), Monitoring and Evaluation;
- Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all staff members through communication, training, learning and development activities.
Qualifications/Requirements
Required degree level:
Bachelor degree or equivalent
Education - Additional Comments:
- Bachelor’s degree in political or Social Science, Economics, International Development Studies, Gender/Women's Studies or any relevant field is required. Recent graduates of Master’s Degree is also welcome to apply.
- A project/programme management certification and/or certificate on Data Analysis, Research and Monitoring and Evaluation would be an added advantage.
Required experience:
36 Months
Experience remark:
- At least 3 years of progressively responsible experience at the national level in monitoring, evaluation and reporting of development projects/ programmes;
- Work experience in programmes or projects management on gender equality and women’s empowerment is an asset;
Experience in international organizations and/or United Nations systems is an asset.
Good knowledge in using spreadsheet for data tracking and word processing (MS Words, PowerPoint) is an asset;
- Good knowledge of programme formulation and implementation and Results Based Management;
- Good knowledge of monitoring and evaluation, evaluation design, data collection and analysis, and reporting;
- Knowledge of UN programme management systems is an asset.
