Background information - Asia Regional Health Cluster

The Asia Regional Health Cluster (ARHC) was established in 2018 for efficient delivery of Global Fund grants implementation, technical assistance of health initiatives and programmes, and the provision of quality pharmaceuticals and health products in the Asia Region of UNOPS. The ARHC aims to significantly impact the targets of UN Sustainable Development Goal 3 on good health and well-being, by expanding the population benefitting from UNOPS-managed health-related engagements across the Asia Region.

The ARHC portfolio manages the Principal Recipient (PR) Programme of the Global Fund to fight AIDS, Tuberculosis and Malaria (Global Fund) in Asia, currently with grants in Cambodia, Lao, Myanmar, Thailand and Vietnam. UNOPS as a PR, is responsible for delivering the targets set out in the grant agreements in collaboration with selected sub-recipients from the National Programmes, local and international non-governmental organizations (NGOs), academic and private sector institutions and UN agencies.

Background Information - Job-specific

UNOPS is selected as the Principal Recipient for RAI4E Global Fund grant (2024-2026) toward the elimination of malaria in GMS areas (Cambodia, Lao PDR, Myanmar, Thailand, and Vietnam), and maintaining Malaria-free status and prevent reintroduction in areas where transmission has been interrupted. UNOPS manages the financing as the nominated regional PR. The Thailand component is nearly 15 million and the regional component is 25 million. UNOPS is now searching for an experienced M&E specialist in order to oversee monitoring and evaluation system, quality assurance and strategic technical support to CoPR Department of Disease Control Thailand and Regional Component SRs.

Functional Responsibilities

Under the direct supervision of the Monitoring and Evaluation Specialist, the selected candidate will be responsible for the following duties:

  • Support the national programmes, Sub-Recipients in the development of performance frameworks in line with RSC and GF requirements
  • Provide the technical support to countries M&E focal and SRs, and Program teams in the development of reporting and monitoring formats to capture the program results, and coordinate with them to ensure timely and adequate completion
  • Review, improve and in appropriate cases, re/design the M&E systems of the partner organizations, with the end in view of generating accurate information on results of the activities of the projects.
  • Collate and analyze programmatic data and reports related to the RAI Grant, with a focus on the indicators in the PFs for each sub-recipient entity.
  • Prepare progress updates reports (PU), Pulse Checks and presentations on these results semi-annually or as requested by management
  • Carry out field visits and data verification and data audit, in order to ensure that the quality of the information that sub-recipients are reporting is accurate, timely and relevant;
  • Prepare summary reports on these results as needed, for external reporting purposes
  • Prepare the Quarterly Issue Paper by coordinating with all countries M&E focal persons.
  • Support the design and implementation of electronic information system (which may be web based, or other forms of electronic format) in order to ensure easy transmission, access and consolidation of partner information;
  • Ensure adequate feedback to/from the GFATM'sSRs on data obtained from the Fund's internal M&E system,
  • Provide substantive timely inputs in the overall implementation of all GFATM grant(s) including budgets, work-plans and reporting on progress vis-à-vis planned activities and expected outputs.
  • Attend all relevant technical meetings and maintain excellent contacts with all stakeholders.
  • Strengthen the knowledge base by facilitating lessons learned and feedback sessions with SRs.
  • Work with UNOPS communications teams and partnership units to communi-cate program/country’s results and progress.
  • Leverage internal M&E systems to identify lessons learned and best practices, and present to management and stakeholders, as required
  • Support results measurement learning events
  • Perform other duties assigned by the supervisor.

3. Monitoring and Progress Controls

  • Performance Frameworks and M&E Plans are completed and continuously updated as required.
  • Progress Updates are completed and submitted in compliance with the UNOPS PU Standard Operating Procedures.
  • Quarterly issues papers, pulse checks are compiled and submitted on time.
  • Data input derived from data auditing and programmatic spot check completed.
  • M&E capacity building plan and training materials for SRs completed.

Education/Experience/Language requirements

Education

  • Master’s degree in nursing, medicine, health sciences, social science or a related field with 5 years of relevant experience is required.
  • Bachelor's degree in these areas with additional 2 years of relevant experience is considered as equivalent

Work Experience

  • Minimum of 5 years’ experience in public health programmes of which at least in 3 years’ experience in monitoring and evaluation
  • Experience in project implementation/management will be an asset
  • Hands-on expertise in designing and applying M&E tools in public health development projects context is desirable.
  • Experience with international donors and in the UN system would be an asset.

  • Proficiency in both English & Myanmar Languages required
