The implementation of the Social Protection Strategy (NSPS 2019-2025) is supervised by a Steering Committee led by the Minister of Social Development (MOSD) and consists of high-level representatives from relevant ministries and civil society organizations. The implementation is supported with by an Implementation Support Unit (ISU) based at the MoSD which reports to the steering committee and works within the Policies and Institutional Development Directorate under the Secretary General of MOSD. The ISU oversees multiple thematic technical committees including members from different governmental agencies, support the resources mobilization and partnership, coordinates with governmental entities, and undertakes the monitoring and evaluation activities for the NSPS.

Under the overall guidance of the ISU director, the M&E specialist will be responsible for monitoring the strategy’s implementation and ensuring high quality and timely inputs, and for ensuring that the thematic areas maintain their strategic vision and that all activities result in the achievement of its intended outputs in a cost effective and timely manner according to the action plan of the NSPS.

The M&E Specialist will also be responsible for assisting the ISU director in preparing Quarterly/Annual reports on progress and will monitor the activities with line ministries on a regular basis, supporting the collection & analysis of different data in relation to the NSPS. The M&E specialist will also work on streamlining and operationalising the M&E Framework for the current NSPS as well as the upcoming NSPS update for 2025-2030. The M&E Specialist works in close collaboration with the focal points representing line ministries, development partners, non-government, and civil society organizations.

How can you make a difference?

The Monitoring and Evaluation Specialist will have the following duties and responsibilities:

  • Monitor all NSPS activities according to the action plan that was approved by the cabinet.
  • Report monthly, quarterly, bi-annually and annual progress on all activities to the ISU Director;
  • Support the enhancement of the NSPS M&E Framework in collaboration with relevant governmental stakeholders and ensure alignment and linkage with indicators of the Economic Modernisation Vision
  • Assist the personnel of line ministries with M&E tools and in supporting them in their use.
  • Assist in coordinating across the thematic areas of the strategy to ensure effective implementation of M&E/MIS;
  • Organize and conduct training on M&E/MIS for government staff as needed.
  • Suggest strategies for improving the efficiency and effectiveness by identifying bottlenecks in completing all activities and developing plans per pillar to minimize or eliminate such bottlenecks;
  • Assist the ISU director in preparing other relevant reports;
  • Assist ISU Director in coordinating with other ministries for the preparation of reports and findings on the implementation of the NSPS
  • Support the development of a new M&E Framework for the updated strategy
  • Provide technical assistance on the adoption and roll-out of the MOSD M&E Framework
  • Identification of gaps, further assessments and studies to be conducted in line with progress and policy updates
  • Prepare and maintain data base for all relevant information

To qualify as an advocate for every child you will have…

  • A Masters or equivalent years of experience in a relevant field such as applied social sciences, development studies, or monitoring and evaluation. A first university degree with two years of additional relevant experience may be accepted in lieu of advanced university degree.
  • A minimum of 8 years of progressive responsibility working in M&E for donor-funded development programs.
  • A strong background in Performance Monitoring and relevant technical background in evaluating development programs and building monitoring and evaluation frameworks.
  • Technical expertise in Social Protection
  • Demonstrated abilities in program/project results monitoring and reporting.
  • Familiarity with M&E databases to collect performance indicators.
  • Experience writing findings and recommendations in assessment or evaluation reports.
  • Strong organizational, writing, and communications skills.
  • Ability to coordinate well with personnel within and outside the government, meet deadlines, and work with minimal supervision.
  • Excellent English and Arabic verbal, writing, and editing skills.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
