Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Within the delegated authority and under the supervision of the Deputy Resident Representant (DRR) or his/her designated mandated representative(s), the UN Volunteer Monitoring and Evaluation Specialist will be tasked with contributing, on the one hand, to the monitoring of the United Nations Framework Plan for Development Assistance (UNDAF 2015-2021), the UNDP Strategic Plan (2018-2021), the unDP-Government cooperation framework for the period 2015 to 2021, as well as Programmes/Support Projects and, on the other hand, the preparation and monitoring of the implementation of the Annual Work Plans (PTA ) related to this, as well as the preparation of the ROAR and the follow-up of the program evaluation plan, including the updating of data on the ERC platform. This will have to be done through the implementation and operationalization of an effective monitoring and evaluation system to regularly assess the progress made and the effects of UNDP Comores support. He/she should also contribute to the monitoring of the Sustainable Development Goals and the Accelerated Sustainable Development Strategy (SCA2D 2018-2021).

The M&E Specialist will be responsible of the following tasks:

  1. Monitoring and Evaluation:
  • Take part in the periodic planning of the United Nations Framework Plan for Development Assistance (UNDAF) and the development of progress reports;
  • To ensure periodic updating of the CPD's monitoring and evaluation plan and to make proposals for corrective actions to be taken;
  • Collecting data from the basic indicators for monitoring the CPD;
  • Ensure that the evaluations in the Office's monitoring and evaluation plan are completed on a dated date and ensure that their recommendations are implemented;
  • Follow the evolution of the guidelines of headquarters and the Regional Office, in the field of monitoring and evaluation and update the tools of the country office accordingly
  • Contribute to the design and approval of follow-up plans (based on SMART indicators) of the program and projects;
  • Contribute to the design of an integrated platform for monitoring and evaluating programmes and projects at the national level, through the interconnection of the various sectoral data sources supported by UNDP;
  • Identify training needs to build partner capacity in monitoring and evaluation;
  • Provide support, training and follow-up of monitoring and evaluation experts depending on the projects and national guardianship structures of the programme;
  • Provide technical assistance to program advisors, project coordinators, government experts and other partners in data collection, management and analysis;
  • Supervise data collection, computerized processing on time and preparation of working documents to meet monitoring and evaluation requirements;
  • Participate in the preparation of project/program work plans;
  • Analyze and evaluate the data to determine the level of achievement of the expected results and recommend corrective action if necessary;
  • Technically contribute to the development of integrated monitoring, evaluation and technical support in the planning, design and management of evaluations and the preparation of management's responses to evaluations as well as monitoring implementation plans by ensuring compliance with the standards and standards recommended by UNDP policies and procedures;
  • Participate in monitoring the implementation of audit recommendations;
  • Check the quality of the results entered in the office's Integrated Work Plan (IWP) and ensure that it is regularly updated in accordance with the deadline requirements and guidelines set by the head office;

  • Regularly update knowledge about innovations and best practices in the area of S and E and in the implementation of programs and projects and contribute to the ongoing training of staff;
  • Contribute to the integration of key programs and players into knowledge-sharing networks and lessons learned to better capitalize on successful experiences at the national, regional and international level.
  1. Reporting and Partnership:
  • Contribute to the preparation of the UNDP results-based analysis report;
  • Effective application of RBM tools, setting management objectives (CSB) and monitoring the achievement of results;
  • Contribute to data collection and reporting on programme activities and delivery;
  • Ensure that the periodicity of the IWP, the Result Base Annual Report (ROAR) and annual reviews is respected; Remind coordinators if necessary, to ensure that reports are ready on time;
  • Manage decentralized evaluations according to UNDP standards and ensure that recommendations are implemented;
  • Checking the accuracy of combined delivery reports and tracking their signatures by national counterparts;
  • Periodic monitoring of dashboards and exceptions, identification of corrective measures in coordination with the supervisor;
  • Participation in audit processes as a management tool and follow-up of audit recommendations. All exceptions are reported in a timely manner;
  • Aggregate reports are regularly prepared on activities, outputs and results. Preparing donor reports.
  1. Quality Assurance

Effectively manages the CO program in the affected thematic/sectoral areas affected with an emphasis on quality control of formulation in the implementation of the country programme with the following results:

  • Effective application of RBM tools, setting management goals (CSB) and monitoring the achievement of results;
  • Support the design and formulation of the CO programme, particularly in the area of management, by translating UNDP's priorities into local interventions;
  • Providing high-quality management analysis and information/reports on the situation in the program, identifying operational and financial problems, proposing solutions;
  • Identifying and implementing strategies to improve the performance of national projects and documenting and optimizing resources;
  • Checking the accuracy of combined delivery reports and tracking their signatures by national counterparts;
  • Periodic monitoring of dashboards and exceptions, identification of corrective measures in coordination with the supervisor;
  • Financial and substantive monitoring and evaluation of projects, identification of operational and financial problems, development of solutions. Participation in the audit of NEX projects;
  • Participation in audit processes as a management tool and follow-up of audit recommendations. All exceptions are reported in a timely manner;
  • Aggregate reports are regularly prepared on activities, outputs and results. Preparing donor reports.

Qualifications/Requirements

Required degree level:

Master degree or equivalent

Education - Additional Comments:

Master`s degree or equivalent in a relevant area, e.g. Social Sciences, Management, Public Administration, Statistics, Demography, Development Planning or area related to Project Management

Required experience:

Experience remark:

  • At least 5 years of professional work experience at the national and/or international level in the field of monitoring development projects as a Programme Officer or Monitoring and Evaluation (M&E) Specialist in a development agency, or other relevant projects/programmes; experience working in the UN or other international development organization is an asset;
  • Provide advice support using management approaches and results-based planning tools (RBM) in a quantitative, qualitative and participatory manner, including the planning, design and execution of monitoring systems and evaluation
  • Produce monitoring and evaluation reports; and communication products for donors and other project/program partners;
  • Knowledge of the monitoring and reporting system based on UNDP Projects Management results and international standards is required
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • Sound security awareness;
  • Have affinity with or interest in M&E tools, volunteerism as a mechanism for durable development, and the UN System
