This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Note: Duty station can change in the course of the assignment based on operational requirements. The volunteer may be required to work anywhere in the area of operations, including in remote locations, and may be required to travel.

Reporting to the Regional Evaluation Specialist and Regional Monitoring and Reporting Specialist, the Regional Monitoring & Evaluation Specialist assists the Regional Office (RO) and Country Office (CO) colleagues in incorporating monitoring, evaluation, and reporting into programme formulation as well tracking against Strategic Plan targets and the reporting of results to internal and external audiences.

Within the delegated authority and under the supervision of the Regional Monitoring and Reporting Specialist and Regional Evaluation Specialist or their designated mandated representatives, the UN Volunteer Monitoring and Evaluation Specialist will undertake the following tasks:

  1. Provide technical support to the RO and COs in the implementation of the UN Women Evaluation Policy, by supporting the Regional Evaluation Specialist with: · Organizing evaluation learning webinars and drafting evaluation report summaries · Delivering corporate evaluations (managing evaluation logistics and data analysis) · Providing technical advice and support to country offices in the delivery of decentralized evaluation · Obtain regular updates from country offices on the status of planned evaluations, and maintain an up-to-date regional evaluation tracker · Ensure all decentralized evaluation Terms of References, inception, and final evaluation reports are submitted for quality assurance · Support country offices with the use of the Global Accountability and Tracking of Evaluation online system

  2. Provide technical inputs to the monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan, by supporting the Regional Monitoring and Reporting Specialist to: · Follow up with country offices on the implementation and updating of the Strategic Note Monitoring, Evaluation, and Reporting plans · Ensuring monitoring and donor reports comply with corporate monitoring and reporting requirements. · Conducting data quality audits and field monitoring and supporting country offices to resolve any issues identified. · Managing the Regional Office monitoring database and supporting regional office data collection against output and outcome indicators and documentation of lessons learned and change stories.

  3. Support performance reporting against monitoring, reporting, and evaluation of Key Performance Indicators · Maintain evaluation trackers and compile data to report against key performance indicators on a quarterly basis · Support the review and analysis of country office quarterly data and coordinate the preparation of Regional Office presentations for quarterly meetings with the Country Offices

  4. Contribute to monitoring and evaluation capacity building in UN Women at regional and country levels: · Support with delivering induction sessions for new staff on monitoring, reporting, and evaluation · Support the organizing of Monitoring, Reporting, and Evaluation focal point bi-monthly meetings, · Support training sessions for staff and partner organizations and organizing of bi-monthly UN Women monitoring and evaluation community of practice meetings

Perform other related duties and assignments as and when requested by supervisors.

o Up to date Global Accountability and Tracking of Evaluation Online System and up-to-date regional evaluation racking o Good quality reports related to monitoring visits o Up to date Regional Office monitoring database o Documentation of lessons learned and change stories o Capacities of national personnel and counterparts strengthened o Quality of monitoring, donor and evaluation reports improved

The incumbent must be a dynamic, multi-functional person, who supports UN Women with profession-alism, dedication and client orientation, and who must be willing both to work on programmatic/substan-tive aspects and to provide operational/logistical services. The following competencies are required:

· Strong knowledge of monitoring and evaluation, including qualitative and quantitative data col-lection and analysis

· Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;

· Good design and communication skills including data visualization using infographics, charts, graphs etc.

· Excellent writing skills

· Able to take initiative, problem-solve and multi-task

· Excellent interpersonal skills, a team player who can work in diverse teams
