Background information - Asia Regional Health Cluster

The Asia Regional Health Cluster (ARHC) was established in 2018 for efficient delivery of grants and funds management, and the provision of quality pharmaceuticals and medical equipment. The ARHC aims to significantly impact the targets of UN Sustainable Development Goal #3 on good health and well being by expanding the population benefitting from UNOPS-managed health-related engagements across the Asia Region.

The ARHC portfolio manages the Principal Recipient (PR) Programme of the Global Fund to fight HIV/AIDS, Tuberculosis (TB) and Malaria in Asia. The Global Fund, which has been providing financial support to the Greater Mekong Sub-Region for malaria programs since 2003, has selected UNOPS as a PR, responsible for delivering the targets set out in the grant agreements, in collaboration with selected sub-recipients (SRs) from the National Programmes, international and local non-governmental organizations and United Nations agencies from five countries. In 2020, UNOPS-PR was tasked with additional role to manage Global Fund’s Covid-19 Response Mechanism (known as C19RM) that supports Covid-19 control and containment activities and measures to mitigate the impact of Covid-19 on HIV/AIDS, TB and Malaria Programmes in Myanmar.

Background Information - Job-specific

The Myanmar Operations Centre (MMCO) under the UNOPS Asia and Pacific Regional Office has been established to support, develop and oversee UNOPS’ portfolio of programmes and projects in Myanmar and to ensure that synergies between programmes and projects are effectively developed. The MMOC plays a critical role in ensuring quality services to UNOPS partners that meet stringent requirements of speed, efficiency and cost effectiveness.

In February 2009, MMOC was selected by the Myanmar Country Coordination Mechanism for the Global Fund to Fight AIDS, Tuberculosis and Malaria as one of two Principal Recipients of GFATM grants for Myanmar. The implementation of the grants has commenced in January 2011.

The Monitoring & Evaluation Specialist on TB will work under the direct supervision and guidance of the International Monitoring & Evaluation Officer and overall direction of the Programme Coordinator.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional Responsibilities

Under the direct supervision of the International Monitoring & Evaluation Officer, the Monitoring & Evaluation Specialist (Tuberculosis) will be responsible for the following duties with regard to Tuberculosis grant SRs:

  • Ensure the development and maintenance of a functioning monitoring, evaluation and reporting system for UNOPS as Principal Recipient (PR), which ensures that all Sub-Recipients (SR) submit timely, regular and structured monitoring reports.
  • Direct data auditing and verification to assure internal consistency and validity of programme activity monitoring data reported by all SRs, through quarterly data verification and auditing visits to SRs at all levels.
  • Ensure that SR programme activity and financial reporting procedures are harmonized and closely integrated and cross-validate programme activity monitoring and financial monitoring data, to increase confidence in both programme and financial data sources of SRs.
  • Spearhead the assessments of the quality of SR activities, using agreed quality assurance checklists, through monthly monitoring visits as well as thematic programme area reviews (e.g. review of the Dots service delivery component and HIV/TB component.)
  • Ensure timely completion of the programme section of the Progress Update and Disbursement Request (PU&DR) Global Fund Forms and subsequent submission to the Local Fund Agent, including reviewing overall performance of the whole grants and individual indicators against achieved cumulative results and making recommendations to improve performance.
  • Prepare quarterly and annual programmatic progress updates on Global Fund programmes.
  • Facilitate the interpretation and use of M&E data, through three to six monthly review meetings between the PR/PMU and SRs.
  • Facilitate identification of SRs with exemplary performance to serve as a positive example to other SRs, as well as those SRs underperforming and recommend corrective actions.
  • Participate and contribute to the development of Monitoring and Evaluation Frameworks for Tuberculosis.
  • Facilitate implementation of capacity building courses through workshops and on the job trainings on monitoring, evaluation and reporting as required for SRs.
  • Provide technical support to the National TB Programme and other relevant deparment to strengthen monitoring and evaluation systems for TB programs, including the development of sentinel surveillance systems to monitor.
  • Evaluate Sub-Recipient capacity in M&E, and develop and lead the implementation of a capacity building plan, in consultation with the Programme Coordinator, Public Health Programme Officer, the National TB Programme and relevant health authorities.
  • Develop systems and tools, and training materials to train NTP and Sub-Recipient personnel.
  • Provide technical guidance for the implementation of the M&E plan, through training and
  • other on-site support;
  • Facilitate review of progress on a quarterly basis; problem solving and development of remedial actions ensuring any disparity between planned and actual outputs are addressed.
  • Assist UNOPS in the identification of potential implementation problems and bottlenecks.
  • Any other tasks assigned by the Programme Coordinator to support the overall Management, Supervision, Monitoring and Evaluation of the implementation of the Global Fund TB grant.

Monitoring and Progress Controls

  • Preparation and updating of schedule for assessment and provision of support in organizational, capacity and technical capacity development needs of Sub-Recipients and coordinating support for these from UNOPS, SRs contracted to provide technical support and other development partners.
  • Develop of schedule of meetings and communications for maintaining close liaison with national authorities and other relevant organizations;
  • Quarterly data verification and auditing visits to SRs at all levels.
  • Quarterly programmatic reports are compiled and submitted on time.
  • Assessments of the quality of SR activities, using agreed quality assurance checklists, through monthly monitoring visits as well as thematic program area reviews.
  • Facilitate the interpretation and use of M&E data, through three to six monthly review meetings between the PR/PMU and SRs.

Final Product

  • Effective M&E system put in place with PR and SRs ensuring timely and quality reporting between: (i) between PR and SRs; (ii) between PR and the Global Fund Secretariat; (iii) between PR and M-CCM.
  • Efficient and effective communication and information flow within and between the PRs, SRs, and other implementing partners from government, civil society, academic institutions and international/bilateral/UN Agencies.
  • Timely completion of the programme section of the Progress Update and Disbursement Request (PU&DR) Global Fund Forms and subsequent submission to the Local Fund agent, including reviewing overall performance of the whole grants and individual indicators against achieved cumulative results and making recommendations to improve performance.

Education/Experience/Language requirements

a. Education

  • Masters degree in epidemiology, statistics, demography, public health or social science, or a combination of university degree with a two years experience in relevant field

b. Work Experience

  • At least five years experience in the development, design and implementation of monitoring and evaluation systems in developing countries relevant to disease control programme, with experience in providing strategic direction and developing functional M&E frameworks based on consolidated analytical inputs.
  • Experience in team management is an asset.
  • Experience with international donors and in the UN system would be an asset.
  • Previous work in and knowledge of the political, economic and social situation in Myanmar would be an asset.

c. Language

  • Proficiency in both English & Myanmar Languages required
