UNOPS Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative targeting drug resistant malaria in the Greater Mekong sub-region. UNOPS also provides procurement, infrastructure and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

Background Information - Job-specific

The EU funded programme, Support to displaced Myanmar populations along the Thai-Myanmar Border (Myanmar Thailand Border Action, MTBA) managed by UNOPS Myanmar, aims to provide support to displaced Myanmar populations along the Thai-Myanmar border. Myanmar continues to have significant Internally Displaced Person (IDP) populations, some of which result from long-term displacement and escalation of conflict. The current conflict situation, in addition to the COVID-19 pandemic, is triggering dire needs that are multi-sectoral and spanning geographically throughout Southern Shan, Kayah and Kayin States of Myanmar.

The key objectives of the programme are to increase the resilience and self-reliance of both displaced populations and host communities in the areas bordering Thailand and, if conditions allow, to prepare for the IDPs to return or relocate.

Functional Responsibilities

Under the overall supervision of the MTBA Senior Programme Manager (SPM), and in accordance with UNOPS policies, procedures and practices, the M&E Officer will be responsible for:

Provide support in MEAL systems development at the Project level

  • Supporting the MTBA Project in the design and implementation of the MEAL systems at project and grant levels, including the development and adjustment of Theories of Change, Learning Questions, M&E Plans/Measurement Frameworks, and Data collection, management, analysis and reporting processes
  • Assist the Senior Programme Manager, Monitoring and Evaluation in the development and testing of M&E tools, approaches and databases as part of the project and programme MEAL system.
  • Maintaining detailed knowledge of all issues relevant to monitoring and evaluation of the MTBA project and grants

    Technical support and capacity building to MTBA Partners in design and implementation of MEAL System

  • Conduct comprehensive and ongoing assessments of MTBA partner’s MEAL systems and identify areas for capacity development with a view to improving overall quality of data reported to MTBA

  • Conduct relevant M&E trainings and related capacity development activities with a view to ensuring MTBA partner MEAL systems are fully operational and in compliance with the MTBA MEAL standards

  • Participating in project field visits to review MTBA partner MEAL systems and conducting data quality reviews, where feasible
  • Other duties as assigned by the primary and secondary supervisors aimed at building the institutional capacity of implementing partners including CSOs, Ethnic Service Providers and other relevant local organisations on M&E.

Overall responsibility for coordination of program level reviews, evaluation and other studies initiated to contribute towards overall MTBA evidence base

  • Supporting programme and project relevant monitoring and evaluation missions commissioned by the MTBA Project.
  • Assisting with the design and management of project reviews and evaluations
  • Take lead in preparing/reviewing key technical documents including terms of reference; data collection tools; draft reports among others.
  • Provide support as directed by the MTBA Senior Programme Manager for consultants that may be hired to provide technical support in design and execution of program based reviews, evaluations or specialized studies.
  • Maintain up-to-date and accurate documentation of key outputs of the reviews, evaluations and studies initiated by the relevant thematic/program area.

Provide support to key MTBA level MEAL processes including surveys, knowledge management and learning initiatives

  • Support in conducting any MTBA-led surveys and other related studies undertaken with a view to reporting on the MTBA logframe indicators
  • Work closely with the MTBA MEAL Advisor in conducting analysis and aggregation of MTBA survey data.
  • Support the MTBA SPM and MEAL Advisor in conducting further analysis of MTBA survey data for purposes of programming or reporting as may be required by from time to time
  • In collaboration with the MTBA M&E Advisor contribute to the MTBA knowledge management and learning system.

    Contribute towards MTBA level reporting (internal and external) and production of relevant publications

  • Review/clearance of M&E and narrative reports from the MTBA implementing partners focusing on data correctness, quality and analysis

  • Ensuring that implementing partners and the MTBA as a whole collect and maintain updated M&E data, and that the data is cleaned, analysed and readily available to the MTBA SPM, Programme Management Specialists (PMS) and MEAL Advisor.
  • Prepare monthly updates on MEAL activities and key accomplishments and identify follow-up actions at MTBA and partner levels
  • Contribute to the development of quarterly internal reports based on data submitted by implementing partners

  • Contributing with project and programme related information and data to the review and production of MTBA reports and publications.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Education/Experience/Language requirements

a. Education

  • A Master degree in Development studies, Statistics, Social sciences or other related fields is required.
  • Additional two years of similar experience with a Bachelor Degree is considered equivalent may be accepted in lieu of the Master degree.
  • Additional studies in community development, M&E and/or research design and methodologies are desirable.

b. Experience

  • A minimum of two years of professional experience in Monitoring and Evaluation of international development programmes
  • Strong quantitative and qualitative data analysis skill is a key requirement.
  • Strong data management skills, including the use and maintenance of databases would be an advantage.
  • Experience working in both development and humanitarian settings would be an advantage
  • Experience and technical background working in conflict settings, Southeast Myanmar, and with Internally Displaced People and host communities would be an advantage.
  • Previous successful involvement with, and good knowledge of UN, NGOs and civil society would be an advantage.
  • Experience using software and tools for digital/mobile-based data collection would be an asset.
  • Strong skills in using computer software programmes, including EXCEL, WORD and POWERPOINT or equivalent in google suite, is required. Skills in statistical software packages such as SPSS, STATA or GIS applications would be an added advantage.

c. Language - Full working knowledge in written and oral English and fluency in Myanmar language required. - Knowledge of another official UNOPS language is an asset.
