Job Overview:
The purpose of the Monitoring and Evaluation Officer role is to support and contribute to the NRC M&E Framework. Through supporting the M&E Coordinator in the implementation of monitoring, evaluation and accountability systems, the M&E Officer will contribute in the promotion of evidence-based decision-making, programme and project performance, and internal management.

Generic Responsibilities:
- Adherence to NRC policies, guidance and procedures
- Support M&E and programme staff in planning for outcome monitoring exercise including data collection methodology, sampling and tools.
- Support in planning of needs assessments, baseline assessments, and other similar data collection exercises.
- Support in reporting output level activities on both internal and external level,
- Ensure that projects target beneficiaries most in need, explore and asses new and better ways to assist.
- Lead data analysis for the different M&E activities.
- Provision of data training to enumerators and assistants.
- Conduct regular data quality checks.
- Support CFM (Community Feedback Mechanis) in database and analysis processes.
Specific Responsibilities****:
- Support reviewing and compiling data from the areas on a monthly basis.
- Support in data entry to NRC data management system (GORS).
- Support on day to day basis data analysis for different programmes as per the M&E Coordinator and M&E Advisor guidance.
- Support in analysing quantitative data and formulating interactive dashboards.
- Support in designing FGDs and analysing narrative reports.
- Circulation and presentation of analysed data to programme colleagues.
- Use of secondary data for enhancing reports content and validation purposes.
- Support CFM process and database, and integrate the data from CFM with other assessment and data collection sources.
- Usage of advanced and digital based data collection and data analysis methods.
- Support area office gap filling when necessary.
- Support programme database officers in data entry and processing when necessary.
- Training of enumerators on data collection and data analysis.
- Contribute to tool design based on lessons learnt from data quality.
- Contribute to lesson learnt and data usage through attending recommendations formulation workshops and debriefs.
Generic Professional Competencies:
- Bachelor’s degree in (BA in social studies, development studies) or higher diploma.
- At least 3-4 years of active professional experience in M&E, database, or any field that involves data analysis and usage.
- Experience in quantitative and qualitative data methods is mandatory.
- Experience in humanitarian/recovery context is preferred.
- Experience in data protection and sensitivity.
- Previous experience from working in complex and volatile contexts.
- Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
- Oral and written English communication skills.
- Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access).
- Knowledge of kobo toolbox and Power BI.
- Understanding of data and information needs for program management and decision making.
