Background Information - Job-specific

The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society.

The CCAC is the only international body working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. From 2022 to 2030, this CCAC’s work is guided by its 2030 Strategy.

Reporting to the Senior Portfolio Manager, the incumbent will be part of the CCAC Secretariat, hosted by the United Nations Environment Programme (UNEP) in Paris, France.

Functional Responsibilities

The Monitoring and Evaluation Manager (Monitoring & Evaluation, Communications) will help ensure that all CCAC projects, activities, and contracts support the CCAC’s strategic vision and are designed to achieve intended results in a cost effective and timely manner.

The Monitoring and Evaluation Manager (Monitoring & Evaluation, Communications) will lead the design of the CCAC’s new monitoring & evaluation (M&E) strategy, working in close collaboration with programme managers, government officials, and non-government and civil society organizations. After completing the strategy, the Programme Manager will be in charge of its implementation and ongoing review, analysis, and reporting of the performance of the CCAC’s global project portfolio.

This role will be support effective project management, and strengthen communication about performance and value to donors, partners and other stakeholders, in line with the implementation of the CCAC 2030 Strategy.

The activities to be undertaken by the incumbent include, but are not limited to, the following:

1. Design and implement the CCAC’s monitoring and evaluation (M&E) strategy

  • Supports a task team comprised of state partner government representatives, scientists and technical experts to oversee the CCAC’s M&E strategy and framework
  • Update the Theory of Change and logical framework
  • Develop monitoring and impact indicators, ensuring that baselines and targets are consistent with the 2030 Strategy and Engagement Strategies
  • Provide training and guidance on Results Based Management and M&E to project teams and partners
  • Coordinate work with project teams to ensure effective implementation of M&E
  • Prepare documents to report on progress to the CCAC Board

2. Analyse data and produce related reports

  • Design and set up tools, platforms, and templates to collect and analyse M&E data
  • Develop approaches for following up with project beneficiaries, namely government representatives
  • Draft the annual report, including collection of data and other relevant information, drafting of the text, ensuring it is shared with key stakeholders and donors for review and inputs, and oversee the production process
  • Support reporting to CCAC governance bodies and donors and ensure alignment with UNEP reporting requirements
  • Record and circulate lessons learned, impact achieved and good practices

3. Support process for project implementation and propose standards for quality assurance

  • Supports the call for proposals process, including determining selection criteria and reviewing proposals
  • Provide guidance on project implementation plans and consultant work plans to ensure they align with the CCAC’s 2030 goals and M&E requirements
  • Identify bottlenecks during project implementation and prepare recommendation for the Head of Secretariat and/or CCAC Board on strategies to minimize or eliminate them
  • Support the country needs analysis process, including by establishing links to the CCAC’s M&E approach

4. Manage****the communication of results and achievements

  • Work hand in hand with the agency developing the CCAC’s new website and coordinate inputs to design and ensure that CCAC results and data are featured prominently
  • Regularly update the website and ensure results are regularly communicated not only on the website, but also in social media, and in communication materials disseminated to government officials, partners and the press
  • Act as the contract manager for service providers and interns working on communications

5. Collect SLCP data and information on research and government action

  • With relevant Scientific Advisory Panel members, establish a system for recording SLCP emissions trends
  • Oversee the collection of information on government policy actions
  • Support the analysis and distribution of the information collected

Education/Experience/Language requirements

Education

● Advanced university degree related to international relations, business administration, development or a related field, is required

● PRINCE2 certification (Foundation) is required

Experience

● A minimum of 5 years of professional experience is required

● Experience in an international environment is required

● Knowledge of climate change and climate-related development issues is required

● Experience in project management, development and related monitoring systems is required

● Advanced experience with database management/MS Office is required

● Experience in communication and content development is required

Languages

● Fluency in English (written and oral) is required

● Working knowledge of French (written and oral) is required

● Additional knowledge of other UN official languages is an asset
