Background

The Norwegian Refugee Council has operated in Mali since 2013. From our four field offices in Mali, Gao, Menaka, Timbuktu and Mopti, NRC strives to meet the basic needs of people affected by violence and displacement. We provide education, shelter, food security, respond to protection needs and give people legal assistance pertinent to civil documentation, land, housing, and property rights. We also have a dedicated emergency response mechanism that provides a quick response to multisector needs of people affected by displacement.

Role and main responsibilities

The role of the Monitoring and Evaluation Manager is to lead the strategic direction and quality assurance of monitoring and evaluation in the country office. The M&E Manager should design and implement a strategy, SOPs, and budget for M&E which ensures the CO is meeting and exceeding M&E minimum standards. Also, the M&E Manager plans for and generates evidence and learning required to feed into programme and strategic decision making. Furthermore, the ME Manager is expected to reinforce the capacity of ME senior staff based on a benchmark and road map the ME Manager will define with the participation of ME staff and validate with the Head of Programme.

  • Develop the CO monitoring, evaluation and learning strategy, responding to contextual challenges but also ensuring alignment with the regional strategy and global M&E framework, policy and strategy;
  • Develop and implement CO specific M&E SOPs responding to contextual challenges, according to NRC’s M&E minimum standards and ensuring availability of necessary resources;
  • Provide technical input to programme monitoring and evaluation plans, including methodological guidance and resource planning;
  • Develop an M&E capacity building strategy and provide technical M&E support, guidelines and capacity building across the CO (Country Office);
  • Line manage CO M&E staff and technical management for area office M&E staff;
  • Lead the processes and design of country office and programme level monitoring and evaluation ensuring the learning is integrated, accurate, timely and relevant;
  • Ensure planning and quality control of all monitoring and evaluation activities throughout the PCM cycle, including technical support for Theory of Change design and revisions, M&E plans, establishment and monitoring of indicator reference sheets, data quality assessments and evaluation processes;
  • Participate to Country Strategy development activities to ensure M&E remains a high priority in the country programme;
  • Support Specialists with the use of monitoring and evaluation results in the programme and learning workshops;
  • Ensure engagement in the budget development process and monitor that adequate resources have been allocated toward Monitoring and Evaluation as well as to Complaint and Feedback Mechanism at the AO (area office) and CO level;

  • Support programme teams to develop data collection methodologies, tools and systems for on-going data analysis;

  • Review, provide feedback and validate indicators chosen by programme teams when designing project proposals;
  • Review outcome-monitoring reports produced by programme teams to improve the reporting quality, and mentor CC (core competency) teams in M&E related processes.

The ideal candidate has:

  • 5-7 years of demonstrated management experience in design, implementation, and oversight of monitoring, evaluation and research for large to mid-scale international projects or programmes;
  • Advanced degree in economics, research methods, social sciences or a related field;
  • Technical competency and prior experience implementing various programme evaluation methodologies and approaches;
  • Excellent analytic, communication, interpersonal, writing, collaboration, problem-solving, planning/organizing and facilitation skills;
  • Demonstrated experience in capacity building on M&E topics;

  • Advanced experience in using qualitative and quantitative data analysis and tools;

  • Fluency in spoken and written French and working knowledge of English;
  • Experience in supporting M&E for NRC’s core competencies is an asset.
