How can you make a difference?

Summary of key functions/accountabilities:

Setting Standards for Programme performance planning and monitoring

  1. Contribution to the implementation of the Evidence Information System Integration (EISI) plan.
  2. Support to the preparation of the integrated monitoring and evaluation plan (IMEP)
  3. Dissemination and follow up of evaluations.
  4. Networking and partnership building
  5. Strengthen Results based management capacity in Field offices.
  6. Innovation and capacity building

  7. Setting Standards for Programme performance planning and monitoring

    Provide technical support as necessary to the process of developing and monitoring Rolling Work Plans, including quality assurance against e-WP checklists.

  • Provide technical support as necessary in organizing and managing annual/mid-year/mid­ term/end term country programme reviews ensuring consistency with Mali CPD result framework.
  • Support CFOs with analysis of results and implementation monitoring information in facilitating internal periodic performance monitoring reviews using power BI visualization tools.
  • Monitor follow-up actions based on management decisions resulting from regional and national strategic mid-term and annual reviews.
  • Provide support and quality assurance on implementing partnerships from RRP perspective including on results framework development and monitoring of PD results.
  • Provides support in quality assurance of the proposals to ensure that it is aligned with the UNICEF results framework.
  • Contribute to the programme outcome monitoring and reporting on CSIs, KPIs, and on the cross sectoral programme component and field offices results to facilitate programme coherence and convergence where appropriate.
  • Contribute to development of programme monitoring framework for field offices including technical backstopping to the field teams for convergent programming.
  • Under the leadership of the Chief of Section, conceptualize and implement results reporting system in the field offices including quality assurance process to ensure that the reports on progress towards results demonstrate change and in line with RRP principles and standard.2.
  • 2. Contribute to the implementation of the Evidence Information System Integration (EISI) plan

    • Contribute to the draft and/or develop terms of reference for external consultants and recruitment process to ensure the timely selection and recruitment of evaluators.
    • Contribute to the organization materials, briefings and all required administrative arrangements to ensure external consultants are provided appropriate and comprehensive information to start and continue effectively and efficiently the conduct of evaluations.
    • 3.Support to the preparation of the integrated monitoring and evaluation plan (IMEP)

    • Participate in evaluation planning and discussions and support the development and completion of IMEP through research, collection, analysis and reporting of evaluation related information/data to facilitate integrated evaluation planning and priority and goal setting.

    • Provide technical and operational support throughout the evaluation process by executing/administering a variety of technical, operational and administrative transactions, preparing related materials/documentations and complying with organizational processes and management systems, to support evaluation results-based planning (RBM) and monitoring and assessing results.
    • Prepare required documentations/materials/data to facilitate evaluation planning, implementation and reporting.
    • 4.Dissemination and follow up of evaluations.

    • Consult stakeholders to seek clarification and/or validate findings from draft and final evaluation reports and report on feedback to facilitate timely action.

    • Upload/disseminate completed evaluation reports into Global Evaluation Data base to allow global sharing and final quality review.
    • Upload each approved management response in the tracking systems and monitor quarterly update and produce analytical reports for management action and decision on implementation of evaluation agreed actions/recommendations.
  • -Actively follow up with stakeholders on the implementation of evaluation results. Provide appropriate technical support to facilitate implementation and/or report to relevant stakeholders to ensure time action to ensure the implementation of evaluation results

    5. Networking and partnership building

    • Provide technical and operational support to a wide range of stakeholders and evaluators on UNICEF and UNEG policies, practices, standards and norms.

    • Build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate evaluation and build their capacity for evaluation planning and implementation.

  • Participate in appropriate inter-agency meetings/events on evaluations to collaborate with inter-agency partners/colleagues on UNSDCF operational planning and preparation and to integrate and harmonize UNICEF position and strategies with the UNSDCF development and planning process
    1. Strengthen Results based management capacity in Field offices
  • Act as RRP resource and focal point for field offices and contribute to build staff capacity to integrate RRP approaches and actions in the Office that covers the entire spectrum of planning, review and reporting processes.

. Build partner capacity on Rights and Results Programming Approaches (RRP) amongst, government’s partners

7.Innovation and capacity building

  • Identify, capture, synthesize and share lessons learned from evaluations for integration into broader knowledge development planning and management efforts.
  • Research and report on best and cutting-edge practices for development planning of knowledge products and systems for evaluations.

. Participate as resource person in capacity building initiatives to enhance the competencies of clients/stakeholders

To qualify as an advocate for every child you will have…

  • Education:

An advance degree in public policy, economics, sociology, development studies or a related discipline is required.

A first level university degree (Bachelor's) in a relevant technical field (as identified above), in conjunction with additional two (2) years of relevant work experience may be taken in lieu of an advanced university degree

Experience

A minimum of 5 years of professional experience in social development analysis, M&E and programme planning and monitoring is required.

Relevant experience in program/project monitoring and evaluation in a UN system agency or organization is an asset.

Knowledge and experience in RRP/RBM will be an added advantage

Language Requirements:

Fluency in French is required. Working knowledge of English and/or a local language is an asset.

The conditions of the temporary assignment will vary depending on the status of their post and their current tour of duty, and relocation entitlements may be limited as per the relevant policies.
