Organizational Setting

FAO Representation in Sierra Leone implements an integrated food security programme, focusing on diversification of livelihoods, managing natural resources and building resilience. The office employs diverse team of experts locally, but also attracts the available technical experts from the region and the Head Quarters (HQ). FAO works in close partnership with the Government of Sierra Leone, farmers and other stakeholders, supporting plans and policies that affect the food and nutrition security in the country; our work is a part of the corporate commitment to support countries to achieve the Sustainable Development Goals (SDGs) by 2030, especially SDG 2 on Zero Hunger.

Reporting Lines

Under the overall supervision of the FAO Representative in Sierra Leone.

Tasks and responsibilities

Under the general supervision of FAO representative, the Monitoring and Evaluation officer will carry out the following duties: In relation to the CPF milestones

  • Design and implementation of the FAO M&E system to assist in tracking the implementation of policies and programmes in the country
  • Contribute to development of result frameworks during project formulation and implementation phase
  • Identify the annual inputs, outputs and outcomes to be monitored and evaluated,
  • Establish evaluation requirements for any major agriculture, food security or socio–economic programme and policy.
  • Establish a monitoring and Evaluation strategy for emergency and rehabilitation inputs distribution
  • Design and implementation of a reporting system to ensure regular and timely dissemination of information to various audiences on progress and results of FAO programmes in Sierra Leone
  • Ensure that the M&E system incorporate information on the development initiatives of other partners and institutions and includes relevant information for the monitoring of agriculture and food security partners’ assistance.
  • Ensure the transfer country results to PIRES in coordination with the Assistant FAOR for Programmes
  • Support food security information analysis in the country
  • Coordinate with Statistics Sierra Leone and relevant ministries to report on SDGs progress

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University Degree preferably in Business Administration, Economics or related field.
  • At least 5 years of experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs/UN bodies/ Government;
  • National of Sierra Leone.

Technical/Functional Skills

  • Experience in designing tools and strategies for data collection, analysis and production of reports;
  • Proven ICT skills, especially in the development of MIS software using database software;
  • Expertise in analyzing data using statistical software;
  • Strong training & facilitation skills.
