Under the guidance and supervision of the UNDP Monitoring and Evaluation Specialist, the Monitoring and Evaluation Associate supports the effective implementation of the monitoring and evaluation policy, monitoring and evaluation requirements for the Country Programme and projects, and thematic crosscutting activities. The Monitoring and Evaluation Associate supports to ensure objective Monitoring and Evaluation activities are designed and managed to assess country programme relevance, effectiveness, efficiency, impact and sustainability; Monitoring and Evaluation activities are carried out in a credible and systematic manner; Monitoring and Evaluation lessons and recommendations are used for programme design and contribute to the implementation of UNSDCF 2022 - 2026 priorities and results. The Monitoring and Evaluation Associate works in close collaboration with Management, Programme and Operations Teams in the UNDP Country Office as well as with Government officials to ensure that thematic, programme and project as well as outcome M&E is carried out according to schedules and that findings and recommendations are implemented and followed up on.

Within the delegated authority and under the supervision of [Monitoring and Evaluation Specialist] or his/her designated mandated representative(s), the UNV [Monitoring and Evaluation Associate] will undertake the following tasks:

• Assist contribution to the programme of work, identification of topics, and projects/programmes to be monitored and evaluated; • Support promotion of monitoring and evaluation standards, quality assurance/control and capacity development in the Country Office as well as being the SES and Stakeholder Response Mechanism SRM focal person for the Country Office. • Support the review of existing and development of potential real-time monitoring initiatives by UNDP and its partners. • Assist to operationalise and improve innovation and utilisation of existing systems of programme planning and reporting. • Support data collection, synthesis and reporting of office, regional and global indicators; • Provide general support to Monitoring and Evaluation activities as prescribed by the office; • Assist in monitoring utilization of programme resources including equipment with the view to determining cost effectiveness; • Provide support to UNDP/partners in Monitoring & Evaluation and Results Based Management; • Assist in provision of monitoring and evaluation feedback into policy/projerct/programme design, including joint programming initiatives and reporting requirements; • Assist in making follow ups on Country Office reporting requirements to specific funding partners, and support all Programme Managers and Officers to ensure that all reports are prepared according to standard formats; • Assist in preparation and planning for quarterly, midterm and annual work plan reviews; • Support quarterly updating of the Annual Work Plan tracking template; • Support documentation of monitoring and evaluation best practices, and lessons learned and recommendations to be integrated into knowledge management initiatives; • Assist in writing features and success stories about results achieved and efforts pursued by UNDP; • Support production of internal monthly, quarterly and annual reports; • Support the documentation of the country office’s programme monitoring activities, including field monitoring, training workshops, supplies and end-user satisfaction monitoring; • Support planning and conducting of field monitoring visits and production of reports; • Participation in monitoring and evaluation community of practice, remaining abreast of latest development and professional standards, tools and methodologies.

Economics, Statistics, Political Science, International Relations, Social Sciences or related field is preferable. • Possession of a Masters Degree would be an added advantage • At least 3 years of relevant experience at the National or International level in M&E and Results Based Management; • Post graduate training in monitoring and evaluation will be an added advantage; • Experience in the usage of computers and office software packages (MS Word, Excel, SPSS etc.) • Motivated to contribute towards peace and development and to serve others; • Good interpersonal, networking and communication skills; • Willingness to contribute and work as part of a team; • Flexible and open to learning and new experiences; • Respect for diversity and adaptability to other cultures, environments and living conditions; • Fluency in spoken and written English is required, and knowledge of French is an asset; • Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded; • Computer skills (i.e. Word, Excel, PowerPoint, social media, and others

Zimbabwe is in Southern Africa and has three seasons, cool and dry from May-Aug, hot and dry from Sep-Nov, warm and wet from Dec-Apr. The capital Harare lies at an altitude of 1450m above sea level. The middle plateau is Malaria free, and prophylaxis is highly recommended in low lying and hot areas. The currency in use is the Zimbabwe dollar and the United States dollar in some places. Foreign exchange bureaus are available, and all basic food and accessories are available. There are public and private health facilities as well as many social amenities available in Harare.

Harare is a cosmopolitan town full of culture and history. It has over a million residents and a large UN agency presence. The Security Level in Harare is classified as Low (Level 2) as per the UN security management system in Zimbabwe. There are no major security challenges to UN operations in Harare. However, individuals must be on the alert as crime, mainly robberies, house break-ins and smash & grab thefts from motor vehicles at traffic lights and road accidents are some of the increasing risks to the UN in Zimbabwe.

Different types of long-term accommodation are available in Harare. House rentals and prices differ depending on size, location, and furnishings. You are advised to check with the UNDSS Security Advisor on recommended areas. Ensure that the property has good access to water with a prolific borehole with a water tank in place. There are a few reliable online platforms available to enable one to find accommodation more smoothly once they are within the country. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
