Role Title: Finance Officer x1

Location: Shurugwi

JOB PURPOSE To assist the Grant Accountant in performing grant accounting and budgetary functions for assigned Grants ensuring conformity with World Vision International reporting requirements and the stringent compliance standards established by each donor or government or regulatory agency to minimize incidences of any disallowed costs and/or significant expenditure variances.

MAJOR RESPONSIBILITIES

Financial review, reporting and Budgeting

  • Ensure that all expenses are charged correctly to respective accounts.
  • Ensure that only allowable costs are being incurred.
  • Ensuring that Internal WV Monthly Finance Reports are produced in line with WV Finance Manual.
  • Review and Consolidate Budgets and Finance Reports for the consortium in line with donor guidelines and requirements.

Risk Management and Compliance

  • Advance Management- To keep track of all advances that are acquitted on time, and report overdue ones, use advances only where provision is truly not possible.
  • Audits and Monitoring Visits-To provide sufficient, appropriate audit supporting documents and evidence timely.
  • Educating non-finance staff on policies and procedures.
  • Ensuring adherence to donor guidelines and WV Policies as stipulated in the donor Handbook and WV Manual.
  • Perform Partner Monitoring and Support Visits at least once a quarter.
  • Do Partner Closeout Processes for Partners whose contracts are coming to an end.

Asset and inventory management

  • Motor Vehicles - To ensure proper use and maintenance of district and sub-office vehicles.Other district Assets- To ensure asset registers are maintained and updated throughout the year, perform asset verifications and report any anomalies, ensuring assets are asset labels are not tampered with.
  • Reconciliation and checking of logbooks.
  • Ensure all controls to safeguard assets are adhered to.

Budget Responsibility

  • Work with the Finance Manager and program personnel to come up with grant budgets that support program designs, and are in line with the WVZ budgeting guidelines, specific donor guidelines and formats and Support office recommendations.
  • Communicate with the Support Office on PBAS commitments and, as soon as possible, advise the Finance Manager of any challenges in getting the commitments on PBAS for his/her support and follow-up.

Leadership, Personnel and Capacity Building

  • Set performance objectives with subordinates and give regular feedback, with formal reviews every six months, or as may be prescribed by P&C from time to time.
  • Identify capacity building needs for staff and recommend necessary trainings or studies, whether self-funded by VW in line with existing policies.

Administration, Supply Chain

  • Participate in tender meetings and/or processes that relate to the assigned grants.
  • Review requisitions on Provision to ensure compliance with project budget and WV procurement procedures.
