Org. Setting and Reporting

The position is located within the United Nations Stabilization Mission in the Democratic Republic of Congo (MONUSCO) in the Strategic Planning Cell of the Office of the Mission Chief of Staff. The United Nations Security Council adopted resolution 2717 (2023) authorizing the mandate of MONUSCO which is (i) to contribute to the protection of civilians and (ii) to support to the stabilisation and strengthening of State institutions in the DRC and key governance and security reforms. The priority objectives of the Mission are to attain the conditions that will enable a drawdown of MONUSCO, including the need for Congolese-led solutions to ensure sustained political stability and the durable resolution of remaining conflicts in eastern provinces; the rule of law through functioning State institutions; effective protection of civilians; respect for human rights; and the extension of civilian state authority in the areas previously affected by conflict, including through the disarmament, demobilization and community-based reinsertion of armed groups. The Mission Planning Officer will be based in Kinshasa (family duty station in the “C” category), Democratic Republic of Congo and will report to the Senior Mission Planning Officer of MONUSCO.

Responsibilities

Within delegated authority, and under the guidance of the Senior Mission Planning Officer, the P-4 Mission Planning Officer will be responsible for performing the following duties: • Conduct analysis, formulate recommendations and draft segments of documents in order to assist UN senior management to develop, implement, and monitor strategies to maximize the individual and collective impact of the UN's response in the Democratic Republic of the Congo, concentrating on mandated tasks and activities required to promote and consolidate peace, through a strategic partnership between the Mission and the UN country team. • Support the development of the Mission Plan, which, translate the mission mandated tasks described in the Mission Concept into a form that fuses objectives and expected outcomes into a coherent whole, serving as an authoritative guide for the development and implementation of Mission component plans as needed. • As directed by the Mission leadership, design and facilitate development of other strategies and plans required for implementation of the Mission’s mandate and to ensure coherence with the Mission's overall strategic direction and relevant plans and policies. • Provide advice to senior management and programme managers on strategic and operational planning policy, procedures and best practices, particularly the UN Policy on Integrated Assessment and Planning (IAP); provides recommendations on design of specific planning tools and mechanisms, in line with policy and best practice, to meet the needs of the Mission and partners, notably in a context of transition. • As directed by the Mission leadership, design and facilitate development of other strategies and plans required for implementation of the Mission's mandate. • Through influence and consensus building, facilitate joint and integrated planning between Mission components and development and humanitarian partners in accordance with the IAP guidelines and senior management guidance. • Develop and maintain productive partnerships with mission components, UNCT members, bilateral and multilateral partners and relevant government counterparts. • Assist in the preparation of the budget, including staffing needs and workplace planning, draft inputs to the Mission Results-Based Budget (RBB) framework and advise senior management to help ensure resources are used to support implementation of component plans, and mission priorities. • Provide input to and support the implementation of Enterprise Risk Management, Self-evaluations and audit, Senior Management Compacts, and Programme Criticality. • Contribute to transition planning in collaboration with the UN country team and other stakeholders in line with the Secretary-General’s directive on transition and the Mission Plan. • Provide substantive and practical support to other planning activities, working groups, meetings and events, including contingency planning as and when required. • In conjunction with partners, support the development, implementation and monitoring frameworks of progress in peacebuilding in the country as well as performance of the Mission, including through the implementation of the Comprehensive Performance Assessment System (CPAS). • Support and facilitate collection and usage of data as it relates to and strengthen analysis as well as integrated reporting on planning processes and products, including CPAS. • Prepare background notes, options papers, code cables and input for reports of the Secretary-General as well as briefing notes and analytical papers for Senior Leadership. • Act as the Officer in Charge of the Strategic Planning Unit, in the absence of the Senior Mission Planning Officer; • Perform other duties as required.

Education

Advanced university degree (Master's degree or equivalent) social sciences, political science, international relations, economics, development studies, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of relevant, progressively responsible professional experience, including in political affairs, humanitarian affairs, economic and social development, strategic or operational planning, programme management, policy development at a strategic level and monitoring and evaluation, is required. Experience in facilitating and coordinating multi-stakeholder planning processes, in emergency, conflict or post-conflict settings is required. Field experience including at least one year of experience working in United Nations field operation, or similar multi-lateral or non-governmental organization in a conflict or post-conflict setting is required Experience in implementing relevant policies, procedures, methodologies and tools, including the Integrated Assessment and Planning policy, country or conflict analysis, results-based budgeting frameworks, risk management, or monitoring and evaluation is desirable. Experience working directly in field operation strategic planning processes is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in oral and written English is required. Knowledge of French is desirable.

This job opening is to identify the most qualified candidate for the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO). Candidates endorsed by the FCRB but not selected will be placed on the Mission Planning Officer, P-4 roster.
