How can you make a difference?

The MIS Officer (MIS) will report to Chief Education P5, will provide professional technical, operational and administrative assistance throughout the programming process for education programmes/projects within the Country Programme including but not limited to: i) supporting UNICEF led evidence generation activities towards evidence based education programming; ii) analyzing quantitative and qualitative data to improve effectiveness and efficiency of interventions; and, iii) developing and managing education databases and producing data visualizations.

The position will provide technical support in the area of education data management, analysis and visualization.

Summary of key results:

  • This post will support the programme development and planning to contribute to the preparation of the situation analysis for the development, design and management of education related programmes/projects. Contributing to the development and establishment of education programme goals.
  • Will be responsible for Programme efficiency and effectiveness through working closely and collaboratively with internal colleagues and partners to collect, analyze and share information on programme efficiency and effectiveness.
  • Suggest solutions on routine programme implementation and submit reports to alert appropriate officials and stakeholders for higher-level intervention and decisions
  • Provide guidance on research designs and methodologies, and support implementation to support UNICEF-led evidence generation activities. Undertake field visits and surveys and share information with stakeholders to assess. Provides technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes Networking and partnership building.
  • Contributing to support the development of innovative monitoring and evaluation approaches and tools to support measuring the impact and outcomes of education interventions.
  • Provide support to MOETE and other relevant government bodies to Strengthening Data Systems (EMIS system, Learning assessment data, HH Surveys with education component, etc.),

To qualify as a champion for every child you will have……

-A university degree in one of the following fields is required: economics, education, statistics, mathematics, IT, planning or related field.

-A minimum of two years of professional experience in statistics and/or education management information systems.

-Excellent computer, research and data management and analysis skills are required

-Knowledge of education data quality assessment frameworks (DQAF) is an asset

-Excellent analytical, communication and writing skills in English are required

-Fluency in Arabic is also required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is considered as an asset.

Selection Criteria:

· Knowledge of Education Management Information Systems, in general, and the Egyptian Education Management Information System, specifically, with particular experience in design and operationalization of EMIS systems;

· Strong background in education information, data analysis and data visualization;

· Ability to work in a team;

· Familiarity with UNICEF’s mission and mandate an asset.
