BACKGROUND Established in 2008 through the endorsement of the Oslo Declaration, the International Task Force on Teachers for Education 2030, also known as the Teacher Task Force (TTF), is a unique global independent alliance dedicated to addressing issues related to teachers and education. Its primary objective is to raise awareness, expand knowledge, and provide support to countries in line with target 4.c of Sustainable Development Goal 4 (SDG 4). This goal aims to "ensure inclusive and equitable quality education and promote lifelong learning opportunities for all." Aligned with the 2015 Sustainable Development Goals (SDGs), the TTF operates based on its 2022-2025 Strategic Plan, which focuses on three core pillars: knowledge production and dissemination, advocacy, and national and regional policy learning. These pillars are aimed at keeping the importance of teachers and teacher development high on the international agenda. As part of its ongoing efforts, the TTF is involved in significant initiatives and events, including: 1\. Global Report on Teachers: The new Global Report on Teachers supports teachers and quality teaching with up-to-date knowledge and analysis to advance evidence-based policy-making to ensure that all children have access to quality learning opportunities. The first edition examines teacher shortages looking at recent data and trends, the multiplicity of causes, possible factors to address the issue, financing, future research, and recommendations. The versions of the Report in French, Spanish, Portuguese and Chinese will be published in the second semester of 2024. 2\. Teacher Task Force advocacy campaign – launched in June 2024, the #TeachersMissing will harness the collective momentum to address the critical issue of teacher shortages. Through different activities and in connection with key education events, the campaign will raise awareness on the urgency to address teacher shortages, advocate for the transformation of the profession and call to action. 3\. World Teachers’ Day - held annually on 5 October to celebrate all teachers around the globe, it commemorates the anniversary of the adoption of the 1966 ILO/UNESCO Recommendation concerning the Status of Teachers, which sets benchmarks regarding the rights and responsibilities of teachers, and standards for their initial preparation and further education, recruitment, employment, and teaching and learning conditions. Long Description ---------------- II. DUTIES AND REQUIREMENTS Under the overall guidance of the Director of the Division for Policies and Lifelong Learning Systems (ED/PLS), and of the Chief of the Teacher Development Section and Head of the Teacher Task Force Secretariat (ED/PLS/TED), and the direct supervision of the communications specialist, the incumbent will be responsible for providing support on communications and knowledge production efforts surrounding the Teachers Task Force's outputs. The consultant will perform the following duties: **A) Communications and advocacy** • Support to the implementation of global visibility strategies and advocacy campaigns in the framework of the Teacher Task Force advocacy activities and World Teachers’ Day. • Drafting speeches, key messages and other communications materials. • Support in coordinating the production of visual communication assets, including videos and static images. **B) Knowledge production** • Support the production and finalization of all communications assets for World Teachers’ Day (poster, banners, branded presentations) • Lead on the dissemination of the Global Report on Teachers in English and French, the Recommendations of the HLP and update of the dissemination report • Lead on the collaborative conception and production of an updated TTF brochure (4 pages) and ensure an up-to-date Knowledge Platform will and the translations and content updated following the publication of the Global Report on Teachers (all recent blogs and main webpages) • Support the production and finalization of the TPDG module on costing (approx. 35,000 words) Long Description ---------------- III. TIMELINES AND DELIVERABLES • Report on the communications materials produced for World Teachers’ Day, by 26 September 2024 • Report on the dissemination of the Global Report on Teachers, by 26 October 2024 • Report on the communications materials produced (Teacher Task brochure, updated Knowledge Platform main webpages), by 26 November 2024 • Finalized Teacher Policy Development Guide module on costing, by 26 December 2024 Long Description ---------------- The assignment duration may be extended for a period of up to seven months (not exceeding eleven months in total), if additional needs arise. Submission of the financial proposal constitutes agreement to the application of the proposed monthly rate for any such contract extension or renewal. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- **Education of expert(s)** • An advanced (Master’s or equivalent) degree in communications, international relations, political sciences, or related field. **Work experience** • At least 5 years of professional experience working in publications’ coordination and dissemination, communications, advocacy, and social media. • At least 2 years of professional experience in strategic advocacy and communication planning and implementation of campaigns / strategies, preferably acquired at an international level. • Demonstrated experience in writing speeches, key messages and other written materials for high-profile leaders and senior managers. • Knowledge of social media monitoring and web analytics tools. • Familiarity with, or at least knowledge of, UNESCO's mission in the field of education, particularly regarding teachers. • At least one relevant experience working in an international organization. **Required skills/Competencies** • Ability to multitask under pressure while proactively communicating progress and any emerging constraints and maintaining a high level of responsiveness. • Very good organizational skills, tact and discretion. • Good interpersonal skills and ability to maintain good working relations with colleagues and staff at all levels within as well as outside the organization Ability to work independently, often within tight timelines, to meet strict deadlines. • Experience working in an international, multi-cultural environment. • Ability to adapt to a range of projects and to work in a team. **Languages** • Fluency in writing and communicating in English and working knowledge of French required. **DESIRABLE QUALIFICATIONS** ---------------------------- **Desirable skills/Competencies** • Proficiency in graphic design tools such as Canva, Adobe Suite, or similar software. • Knowledge of UNESCO publications processes and procedures is an asset **SELECTION AND RECRUITMENT PROCESS** ------------------------------------- Please note that all candidates must complete an on-line application and provide complete and accurate information.
