Job Description

Job Overview:

The Microenterprise Program Supervisor will provide direct oversight of various microenterprise programs through a diverse funding portfolio of federal, state, county, and private streams. The position will provide leadership to a dynamic team of seven staff to deliver adaptive programming to underserved emerging and existing entrepreneurs to start or strengthen business with a focus on home-based business such as family child care and cottage foods.

Major Responsibilities:

· Lead a dynamic team in outreach, recruitment, enrollment of eligible clients into microenterprise programming including ORR Family Child Care, STEPS Family Child Care, and the Community Development Block Grant;

· In partnership with Small Business Development Program Supervisor, provide oversight, staff TA, and lead quality assurance of all of IRC’s Small Business Development Department’s grants;

· Lead all aspects of program implementation, ensuring that all programs consistently meet all established grant outcomes as well as internal benchmarks established by IRC management;

· Ensure appropriate integration of all Economic Empowerment programs into CFO, including the collaboration of other program leads in the development of strong and sustainable SOPs;

· In partnership with the MEAL Coordinator, support and maintain effective quality assurance systems and processes for effective evaluation and course correction. Ensure all programs are compliant with donor and IRC requirements and regulations (i.e. documentation, maintaining files, procurement), striving for minimal findings on any internal or external audits;

· Coach, mentor, and direct microenterprise staff for a high-level of professionalism in communication, workflow, appropriate and effective client-centered services, and deliverables;

· Perform supervisory administrative responsibilities including performance evaluations, timesheet approval, vacation planning, budget approval, budget monitoring, etc;

· In partnership with the Senior Programs Manager and Small Business Development Program Supervisor, cultivate and strengthen positive donor and partner relationships through high-quality professional communication, maintaining IRC’s strong reputation;

· Provide substantial support in all applicable advocacy and policy efforts and projects to expand the STEPS program and adoption of Microenterprise Home Kitchen Operation (MEHKO) into law;

· Provide substantial support for microenterprise grant reporting.

Job Requirements:

· Undergraduate degree in business- or business-related field preferred; relevant professional experience in lieu of education is acceptable;

· At least 2 years’ experience in the oversight of public funded programs required;

· Experience implementing or overseeing an ORR and/or CDBG program strongly preferred;

· Experience implementing or overseeing small business development programs strongly required;

· Experience in program leadership and staff supervision within the non-profit sector with a focus on serving refugee, SIV, or other immigrant populations is strongly preferred;

· Proficiency in English required; proficiency in a common refugee language a plus;

· Excellent organizational skills;

· Strong written and verbal communication skills, including ability to make presentations and write reports;

· Ability to work independently, be a self-starter and maintain responsibility for multiple tasks.

Working Environment:

· Standard, professional office environment; Hybrid or remote work on occasion.

· Regular travel to off-site locations is required;

· Office hours are scheduled as Monday-Friday, 8:30am-5pm; Some evening or weekends required;

· Access to a reliable vehicle to travel regularly throughout the service delivery area with a valid driver's license and current insurance.
