OBJECTIVES OF THE PROGRAMME

To achieve in a manner that is both timely and high impact, the control of communicable diseases throughout the Region, through the delivery of programme and technical support that target the reduction of the morbidity and mortality of such diseases. The programme will respond to the needs of the Region through ground level surveillance, monitoring and evaluation; consistent efforts to provide access to the highest levels of prevention, treatment and care; and a comprehensive approach to advocacy, communication and involvement that results in the committed partnership of all stakeholders.

Vaccine-preventable Diseases and Immunization (VDI) To establish and leverage the impact of an effective prevention and control programme that targets the reduction of morbidity and mortality resulting from diseases, through a comprehensive approach to immunization, that is made timely and responsive through ground level surveillance and the promotion of related health interventions.

DESCRIPTION OF DUTIES

Under the supervision of the Coordinator/Team Lead for VDI and Head of WHO Country Office (HWO), Philippines, with the guidance of the Director, Programmes for Disease Control and Team Leader (Expanded Programme on Immunization [EPI]), the incumbent will perform the following:

  1. Supports development of policies, strategies, and plans for measles and rubella elimination, vaccine-preventable disease surveillance and strengthening of the EPI in the Philippines. Evaluates policies, strategies and plans based on evidence and make recommendations as needed to further improve the programme;
  2. Coordinates with national and international partners and stakeholders on measles and rubella elimination goals, objectives and strategies related to EPI in the Philippines;
  3. Ensures clear and accountable workplans linked to adequate financial and human resources and monitors their implementation and impact. Ensures appropriate budgetary planning for resource mobilization;
  4. Supports generation of technical evidence for national immunization decision-making bodies to guide policy decisions;
  5. Assists with the generation of scientific evidence-based technical documents and programme updates on various aspects of measles and rubella elimination and ensures the quality of programme bulletins, surveillance reports and other scientific publications;
  6. Supports the development and adjustment of policies, strategies and capacity-building for national COVID-19 vaccine roll-out;
  7. Supports building of strong and resilient immunization systems by leveraging opportunities linking to COVID-19 vaccine roll-out;
  8. Supports the monitoring of utilization of donor funding for immunization ensuring that the funding is utilized efficiently and appropriately as per WHO rules and regulations and that reports to donors are produced on time and according to the requirements;
  9. Assists in the implementation of personnel development and learning activities and ensures effective performance management and accountability among relevant WHO staff;
  10. Develops strategic and technical linkages with other health programmes of the WHO Country Office in the Philippines; and
  11. Undertakes additional ad hoc assignments assigned at improving health and health systems in the Philippines as requested by the Coordinator (VDI) and the HWO in the Philippines.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree in medicine from a recognized university. Desirable: Postgraduate degree in public health, epidemiology or other related fields.

Experience

Essential: Minimum of seven years’ experience in the development, implementation and evaluation of immunization programmes, or of other health related fields, including some experience at international level. Desirable: Considerable experience in the development and implementation of measles/rubella programmes. Work experience in developing countries highly desirable.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3037 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
