The Medical officer (TA) will support the Covid-19 Coordinator (CoC) ICO (India Country Office) for managing the contract and duty of care support within the ICO. The incumbent will coordinate with various Doctors and external stakeholders for further strengthening duty of case support within the Delhi and field offices.

This temporary position (TA) will be based at New Delhi India Country Office, managing duties from Delhi. The Medical Officer reports directly to the Health Specialist, (Policy , Innovations monitoring and Planning), Delhi, under guidance of Chief of Health, India Country Office.

Summary of Key functions/accountabilities:

Within delegated authority from COVID-19 Coordinator, ICO, the Medical Officer will be responsible for the following duties:

Coordination of Clinical Care:

  • Overall supervision, management, coordination and reporting of COVID-19 exposed, suspect or confirmed cases;
  • Regular liaison with CoCs across Field Offices for management of cases;
  • Follow up and tracking of the positive cases and direct contacts with support from PCCs (Patient-centered care);
  • Refers staff to outside specialists/UN Doctors as necessary;
  • Follows-up with outside specialists.
  • Maintains and updates the COVID-19 tracker and systems for reporting of cases and for reporting of immunization amongst personnel

Office protocols for duty of care

  • Participates in drafting and updating relevant office protocols for COVID-19 prevention and management for UNICEF personnel;
  • Provides or supports organizing health education sessions for UNICEF personnel;
  • Participate in drafting of various TORs/NFRs/Guidance notes for organising support for Duty of Care for Staff Member/Dependents;
  • Act as COC in the absence of COC at the state and National Level;
  • Perform/monitor contract management of all the contracts that are related to the duty of care support in India Country Office, in liaison with the HR and Operations teams.

Supervisory and Administration of support systems:

  • Manage contracts for duty of Care and medical administrative services through Hospitals and other service providers to ensures availability of services and medical supplies and proper functioning of medical equipment;
  • Provides appropriate training to Staff to address COVID management challenges at home and health facilities under the guidance COC ICO. He will support programs in order to maintain and develop the medical capabilities (e.g. health education, dedicated training related to the pertaining outbreak), health education, health promotion and prevention, first aid and CPR).

General:

  • Performs other related duties as required.

  • Staff at large in field offices and ICO
  • Staff within work unit
  • Admin and Operations teams
  • UN doctors and Staff counsellors
  • All specialized agencies

Results Expected:

Implementation of preventive and medical actions and responses related to disease outbreak crisis and support the role of duty of care in ICO. Implementation of sound medical practices, training, prevention and treatment to ensure the physical and mental health of UN staff, and to promotion and maintenance of proper health care, including the prevention of health hazards, for these staff.

To qualify as a champion for every child you will have…

  • MBBS or equivalent in medicine, including residency/internship in one of the medical specialties, preferably internal medicine, ICU, or family medicine.
  • A minimum of two years of progressively responsible clinical experience in one of the areas of medicine. Six months experience at an Intensive Care Unit /Emergency is an asset.
  • Fluency in written and spoken English is required. Knowledge of Hindi and/or other local language is desirable.
