Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Lebanon is working to support the implementation of the women, peace, and security agenda. As part of this, UN Women works to facilitate dialogue between parties and groups on issues of peace and security. In support of this UN Women is looking for a mediation expert and facilitator to support its dialogue process work. The consultant will report to UN Women’s Representative, in coordination with the UN Women WPS team. He/she/they will be engaged with UN Women part time for an initial period of 12 months, to support the content and facilitate the dialogue and mediation work.

Duties and Responsibilities

The Mediation Advisor and Facilitator is expected to carry out the following:

  • Support on the content of the dialogue work with political parties in line with the Women Peace and Security agenda and UN Women’s vision.
  • Advise on the facilitation of the dialogue sessions.
  • Facilitate dialogue sessions and inform UN Women of arising risks and opportunities.
  • Review strategy notes, agendas, minutes and reports for/from the dialogue sessions, produced in Arabic and English, and comment/advise.
  • Provide updates on the progress of the work to UN Women and other stakeholders as needed.

Required Skills and Experience

Education:

  • Master’s degree in a social science, peace studies, business or related degree is an asset.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 15 years of progressively responsible experience at the national or international level, in international affairs and conflict resolution.
  • Professional background in gender and/or women, peace and security issues in Lebanon.
  • Previous experience engaging in a track 1 dialogue processes in the Middle East.
  • Previous experience advising on mediation matters in the Middle East.
  • Computer skills, statistics, internet communication and command of MS Office.

Language requirements:

  • Fluency in English and Arabic is a must.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Criteria 1: Education (10 points)
  • Criteria 2: Experience at the national or international level, in international affairs and conflict resolution (30 points)
  • Criteria 3: Experience engaging in a track 1 dialogue processes in the Middle East (30 points)

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
