You have:
- Bachelor's degree in statistics, economics, Monitoring and Evaluation, or any related social science field
- Experience working in Monitoring and Evaluation in a humanitarian/recovery context
- Experience from working in complex and volatile contexts
- Fluency in English, both written and verbal
- Computer literacy
- 3 years' relevant experience, preferably in Monitoring and Evaluation, Data Management, Working with Partners
- Fluency in Arabic, both written and verbal
- Strong organizational and team working skills
- Knowledge of NGO operations and the dynamics of the humanitarian sector
- Good level of proficiency in MS Windows Excel and quantitative analysis (SPSS preferred) and qualitative methods

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer – Implementing Partners Support is responsible for providing dedicated MEAL technical support to programmes and implementing partners across the West Bank and Gaza. The position focuses on strengthening partners’ MEAL systems, tools, target-setting, data quality, and learning practices, in line with NRC MEAL standards and donor requirements. The role supports joint learning and follow-up on MEAL implementation with partners; programme accountability for results, implementation progress, and corrective actions remains with NRC Programme and Partnership teams.
Qualifications
Generic professional competencies:
Bachelor's degree in statistics, economics, Monitoring and Evaluation, or any related social science field
- Experience working in Monitoring and Evaluation in a humanitarian/recovery context
- Previous experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Fluency in English, both written and verbal
- Computer literacy

Relevant tertiary qualification

Responsibilities
Generic responsibilities
- Ensure compliance with and adherence to NRC policies, tools, handbooks, guidelines, and MEAL SOPs.
- Implement delegated MEAL support activities for implementing partners in line with the MEAL unit work plan and identified priorities.
- Prepare and contribute to MEAL status updates and reports as required by management.
- Ensure proper filing and documentation of partner-related MEAL tools, data, and learning outputs.
- Ensure appropriate data validation, quality assurance, and ethical data collection practices.
- Support the application of targeting approaches to ensure projects reach participants most in need, through strong MEAL practices.
- Contribute to the implementation of Safe and Inclusive Programming (SIP) minimum standards, including participation in relevant capacity-building initiatives and integration of SIP into MEAL tools, data collection, and analysis.
- Promote and share ideas for technical improvement and MEAL system strengthening with partners and internal teams.
- Promote the rights of IDPs/returnees in line with NRC’s advocacy strategy through evidence-based MEAL practices.
- Identify trends, gaps, and capacity-building needs related to partners’ MEAL systems and share recommendations with the MEAL Manager and relevant programme teams.
- Support the Head of the MEAL Unit in partner-related MEAL tasks, as required.
Specific Responsibilities
- Develop and adapt Indicator Tracking Tables (ITTs) and data collection tools for implementing partners, in line with NRC standards and donor requirements.
- Support implementing partners and programme teams in target setting, indicator interpretation, and results frameworks, ensuring alignment with approved logframes for both the West Bank and Gaza.
- Review partner data, means of verification, and reporting tools on a rolling basis, and provide structured technical feedback.
- Support partners in the effective use and adaptation of MEAL tools, including ITTs and data collection instruments.
- Support the MEAL capacity development for the implementing partners.
- Facilitate and document joint learning activities with partners, including lessons learned workshops and data reflection sessions.
- Conduct regular field visits and spot checks to partner-implemented activities, with a focus on MEAL compliance, data quality, and learning opportunities.
- Provide tiMEALy and accurate MEAL analysis related to partner performance to inform internal learning, reporting, and decision-making processes.
- Serve as the MEAL focal point for implementing partners, providing continuous technical support on MEAL systems, tools, and processes.
- Support programme units in the development and review of logframes, as relevant to partner-implemented projects.
- Support the Head of the MEAL Unit in any related MEAL tasks, as required.
