DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.

About the job

The MEAL Coordinator is responsible for the implementation of the MEAL strategy and work plans, monthly progress and output/outcome monitoring, and the capacity development/training of junior MEAL staff. The MEAL Coordinator ensures MEAL field teams are supported and their identified priorities are incorporated into the MEAL Department action/work plans.

Your main duties and responsibilities will be:

  • Develop and continously update the MEAL strategy and workplan and lead on implementation of MEAL activities.
  • Work closely with the IM Coordinator and the MEAL staff to ensure proper implementation of the MEAL data collection plan and update it with the relevant teams whenever necessary;
  • Provide technical guidance, support, and coordination to the MEAL team and relevant programme staff;
  • Develop logframes and theory of change in coordination with technical focal points at proposal stage;
  • Support the field MEAL staff in the development, update and implementation of monitoring and evaluation plans across all DRC Lebanon projects, sectors, and field offices;
  • Develop a MEAL work plan based on the DRC Lebanon MEAL strategy and MEAL plans for ongoing projects and ensure its implementation;
  • Undertake weekly field trips to support MEAL staff and conduct observational visits to ongoing MEAL activities;
  • Coordinate the design and implementation of monitoring systems and tools for DRC Lebanon projects, working closely with the field MEAL staff and Area Managers/ Area Programme Managers;
  • Develop and follow up on the implementation of the yearly country evaluation plans in coordination with the different technical focal points;
  • Lead the design/planning of evaluations as well as the development of evaluation TORs;
  • Manage and support in-country evaluations as required;
  • Ensure that field teams (sector and MEAL team leaders) abide by the standards for the monthly update of Indicator Performance Trackers on the database;
  • Assist field-based MEAL staff to develop and improve tools and methods for information/data collection;
  • Develop and strengthen the MEAL Unit – including support to both junior and senior staff recruitment/performance management and the implementation of a junior and senior staff training/capacity building plan;
  • Ensure proper follow up on national MEAL budget lines;
  • Represent DRC Lebanon at relevant inter-agency MEAL and potentially other working groups;
  • Develop Standard Operating Procedures for the department and ensure proper implementation across all offices;
  • Ensure that the DRC staff are aware of and support all efforts towards accountability, specifically to beneficiaries and in line with the international standards, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of the programme;
  • Follow up on the feedback mechanism routes (including hotlines, email and suggestion boxes) at DRC Lebanon and ensure continuous analysis and improvements;
  • Develop monthly accountability snapshots to ensure analysis around timeliness and effectiveness of response to beneficiary feedback;
  • Lead the process of CHS self-assessment across all offices;
  • Develop of the Accountability Improvement Plan (AIP) on a yearly basis in coordination with technical and support teams;
  • Organize bi-annual learning reviews per sector;
  • Follow up on the implementation of recommendations and learnings generated by different sources;
  • Act as a focal point for PSEA at DRC Lebanon;
  • Perform other duties as directed by the PDQ Manager.

About you

To be successful in this role we expect you to have a Master’s degree in social sciences, community or international development, public health, social work or similar. Moreover, we also expect the following:

  • At least three years of experience in MEAL at similar level in a humanitarian organization
  • MEAL training and capacity development experience;
  • Knowledge and/or experience implementing the requirements of the Humanitarian Accountability Partnership/Core Humanitarian Standard.
