Supplies are essential to fulfil children's rights. Supporting child survival and development programmes around the world, UNICEF-procured supplies are critical in providing for children's health, education and protecting them from abuse, exploitation, and neglect.

UNICEF procures and supplies over 5,000 products to address the needs of children. In 2019, UNICEF procured $3.826 billion worth of supplies and services from all over the world, ensuring high quality and good value through fair and open procurement.

As well as supporting UNICEF's ongoing programmatic activities, the supply function provides rapid supply response to emergencies.

UNICEF also procures and supplies essential commodities on behalf of governments and other partners. These procurement services can also include in-country logistics, capacity building, and project management.

Ensuring the global availability of essential supplies through influencing markets for lifesaving commodities such as vaccines, essential medicines and health products, and implementing a range of supply chain models to ensure these supplies are delivered to children, are two overarching focuses.

Strategic Context

Through the Market Influencing and Supplier Financing Centre (MSFC), UNICEF Supply Division seeks to influence positively the market dynamics to ensure commodities are fit for purpose, available, affordable, and produced by a competitive supply base, as well as to encourage product innovation of essential commodities to meet the changing needs of children in the SDG era.

While MSFC coordinates the efforts of influencing markets across UNICEF Supply Division’s different procurement centres and units, with each procurement centre playing a critical role in identifying and defining the approaches required, MSFC assists and facilitates this body of work with market research, analysis, strategy review and design, innovative procurement and financing approaches, as well as market communication and information transparency. As such, it is also a key stakeholder in supporting UNICEF’s engagement in the Access to COVID-19 Tools (ACT) – Accelerator and the implementation of the COVID-19 Vaccine Global Access Facility (COVAX Facility).

How can you make a difference?

Under the supervision of the Market Research Specialist, MSFC, the incumbent will be expected to support Supply Division’s market research and analysis efforts and engage in strategic contracting and procurement activities for specific projects.

Key Duties/Accountabilities: Under the supervision of the Market Research Specialist, MSFC, the incumbent will be expected to;

  • Facilitate the collection, collation and analysis of market intelligence on various relevant existing and innovative products and solutions, and report on/present findings.
  • Contribute to the work on development of market influencing strategies for essential commodities for children by interpreting market research and discerning how innovative contracting approaches can positively influence supplier behavior.
  • Engage in the full procurement cycle for selected product and services, from strategy design, procurement planning, industry engagement & consultation, solicitation and commercial evaluations of offers, contract adjudication and administration, through to delivery planning and execution.
  • Ensure contracting and procurement activities are in compliance with the UNICEF Financial Rules and Regulations, Supply Division Manual, and all other applicable procurement procedures.
  • Compile and analyse data and forecasts for products, manage data requests (internal and external to the organization), support and develop communication materials.
  • Engage, collaborate, and coordinate with internal and external stakeholders on contracting / supply issues focusing on developing and building partnerships.
  • Any other duties or assignments as requested by the supervisor.

To qualify as an advocate for every child you will have… Required:

  • A completed University Degree (Bachelor's Degree), in Business Administration/Development, Financing, Supply Chain Management, Procurement, Contract/Commercial Law or other related discipline is required.
  • A minimum of two (2) years professional work experience preferably at the international level in the area of market research, public or private sector procurement, economics, business management, business development, or other relevant field is required.
  • Proven experience in the following areas in the private or public sector is required: Market dynamics relating to health, nutrition, water, sanitation, education and/or products used in resource-poor settings. Large-scale commercial activities in developing and industrialized countries.
  • Good communication and presentation skills, including knowledge of relevant software tools is required.
  • Systems competent, preferable with knowledge of SAP and proficient in the use of Microsoft Office package is required.
  • Ability to establish harmonious work-relationships with colleagues in an international and multicultural environment is required.
  • Fluency in English is required.

Desired:

  • Prior relevant work experience in the UN system, other international development organization or national government, is desirable.
  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
