Your team You will be part of the Market Innovation and Integration Division (MI²) in the Directorate General Market Infrastructure and Payments. The Division develops the ECB/Eurosystem’s approach to innovation and integration in the field of payments and post-trade services, as well as collateral management. To this end, the Division prepares policy stances, elaborates proposals for new or amended services (including own market infrastructures), and works on initiatives to adapt business processes or the regulatory framework. The Division further acts as a catalyst by bringing together and facilitating the work of relevant financial market stakeholders in innovation – for example, the potential use of new technologies such as distributed ledger technology (DLT) for settlement in central bank money – and integration.

You may be assigned to work in one or several of the ongoing workstreams in the Securities and Collateral Management group of MI², which include:

- preparing and steering Eurosystem and financial market-wide harmonisation and compliance monitoring in the field of post-trade services, including collateral management; - preparing and steering Eurosystem policymaking in the areas of securities and collateral management; - assessing innovation – for example, the potential use of new technologies such as DLT for settlement in central bank money – in the field of post-trade services and its potential impact.

Your role As a Market Infrastructure Specialist in the Securities and Collateral Management group of MI², you will support MI²’s work relating to innovation and the integration of post-trade services, including collateral management. In particular, you will:

- promote European financial market integration through harmonisation, with a particular focus on Eurosystem harmonisation and market-wide harmonisation, using, for example, AMI-SeCo’s post-trade harmonisation agenda and their work on the Single Collateral Management Rulebook for Europe – SCoRE; - help to define Eurosystem policies; - represent the Division at ECB-internal and external meetings (including with industry representatives); - prepare speeches and presentations for ECB senior executives; - contribute to the understanding of post-trade services and related technical issues, studying how they influence the efficiency of financial markets and investigating how to best advance integration, modernisation and innovation; - monitor technological developments and developments regarding the use of new technologies – such as DLT – and analyse their potential relevance for European post-trade services.

Qualifications, experience and skills Essential:

- bachelor’s degree or equivalent in economics, business administration, finance, IT or another relevant field (see How you can join us for details on degree equivalences); - a thorough understanding of: - European financial markets and financial market infrastructures; and - post-trade services (including collateral management);

- sound knowledge of innovations and their use cases, including technical knowledge, related to financial services (for example, potentially using new technologies such as DLT for settlement in central bank money); - an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desirable:

- one year’s experience in the field of market infrastructures and payments (traineeship also considered); - experience in actively participating in multilateral meetings in a solution-oriented manner and channelling contributions from various stakeholders; - ability to draft high-quality documentation within tight time frames and to communicate – orally and in writing – in a clear manner; - experience in applying analytical and/or data management software.

You analyse complex information effectively and can evaluate different views to arrive at solutions. You know and anticipate stakeholder needs.
