The water, sanitation, and hygiene (WASH) needs in Mozambique are significant. The Joint Monitoring Program (JMP) estimates that in 2020, 30 percent of the population was practicing open defecation and 45 percent had access to unimproved sanitation services in rural areas. Access to sanitation demonstrates large inequities with the poorest 20% of the population being 49,5% practicing open defecation against only 2% of the wealthiest 20% of the population (JMP, 2021). Overall, it is estimated that poor sanitation costs Mozambique US$124 million each year (WSP, 2012). Achieving the SDG Target 6.2 by 2030 in Mozambique will then require significant efforts and investments from the Government of Mozambique (GoM) and partners. To accelerate results towards the achievement of the SDGs, the GoM recently approved the National Rural Sanitation Strategy (2021-2030) which aims at eliminating open defecation and achieving universal access to basic sanitation by 2030 using Community Led Total Sanitation (CLTS) as the core approach.

The UNICEF Mozambique WASH Section is being reshuffled and the Market Based Sanitation component will be strengthened in the coming years, both in rural and urban areas. The WASH Section needs to reinforce its current team with an NUNV who will be supporting the development of an innovative Market Based Sanitation package. The NUNV will assist the program with analysis and development of various programmatic documents including funding proposals, support contract and partnership management, as well as assist in the monitoring and evaluation of the program.

The NUNV will be supervised by the Sanitation Manager (P4). The NUNV will engage regularly with partners including Government and NGOs.

This assignment will entail field missions to support program monitoring and collect data either for reporting purposes or knowledge products development.

Under the direct supervision of the Sanitation Manager, the UN Volunteer will undertake the following tasks: • Support the development and implementation of Market Based Sanitation Interventions at provincial lev-el including developing concept notes, reporting, and monitoring of field activities • Support the development of innovative approaches in the field of Market Based Sanitation; • Support the documentation of lessons learned and develop research or studies on Market based sanita-tion • Support the Sanitation manager in engaging with UNICEF RO and HQ on the safely managed sanitation agenda and ensure alignment of UNICEF Mozambique programmes with regional and global guidelines and directions • Support the WASH section in developing specific Market Based Sanitation project documents in partner-ship with the GoM, donors, UN agencies and NGO partners. • Support the WASH section in planning, implementation, and follow-up of Market Based sanitation pro-jects • Support the development of presentations, case studies/concept notes and communication products on Safely Managed sanitation and Market Based sanitation • Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare reports on results for required action/interventions at the higher level of program management; • Undertake field monitoring visits to support the implementation of the Market Based sanitation compo-nent; • Support the implementation of the sanitation program in general and provide support when required, es-pecially on monitoring and evaluation; • Analyse qualitative and quantitative information related to WASH programming and develop high-quality briefs and learning notes and ensure their dissemination.

Mozambique has a total population of about 29 million people and is located on the southeast coast of Africa. To the East, is the Indian Ocean, Tanzania, Malawi and Zambia is to the north, to the west is Zimbabwe and South Africa and to the South, Swaziland and South Africa. The total area of Mozambique is 799 380 Km square from North to South. It is tropical hot and humid. The hottest and wettest months in Maputo are December to February, when the average daily minimum temperatures are around 22°c and the average daily highs of 30°c. The rain season is between October and April. Winters (June to August) are mild with the average daily temperature ranging from 13°c to 24°c. Basic health facilities and food are available everywhere. The security situation is reliable, but some precaution is needed at the same time. Communication and transport services are available at various costs. Regarding accommodation and food, houses and apartments can be rented from US$ 600 to US$ 1,000 per month and meals at the restaurant cost between US$ 10 and US$ 30. Food, household commodities and clothing can be found in shops and local markets at reasonable prices. An entry visa is required for all travelers and must be obtained from Mozambican Embassy prior to travelling. metical is the local currency and exchange rate stands at USD 1 equivalent to about 63 meticais (MZM). Commercial banks are operational in the country. Maputo is categorized as a family duty station offering a variety of different accommodation options. It has a vibrant international community whilst also providing excellent opportunities to work in a national, Mozambican context.
