We seek dynamic candidates for the consultancy: Emergency Response Roster for Rapid Deployment in Mozambique. The emergency roster includes response to a variety of emergency situations including public health emergencies (i.e., cholera), conflict, or floods/cyclones.

UNICEF Mozambique is supporting emergency response in a variety of programmes in partnership with the government and local or international NGOs. Interventions cover the needs of children and their families in the following sectors: Health, Nutrition, WASH, Child Protection, Education, Social Protection, Social Behaviour Change, and in cross-cutting areas such as gender, adolescent engagement, inclusion and protection from sexual exploitation and abuse.

UNICEF Mozambique has been supporting in humanitarian response efforts in the country for years as the impact of climate related disasters are being exacerbated by long-term climate change, putting millions of Mozambicans at risk of livelihood losses and increases in vulnerability. Climate change is altering rainfall and hydrologic patterns resulting in increased frequency of droughts and floods. In the past several years, UNICEF has responded to at least one moderate-large cyclone per year, as well as conflict-related displacement and needs in the northern provinces, and public health emergencies including cholera and polio.

UNICEF is looking for dedicated individuals who are willing to work with us on emergency preparedness and response; risk-informed and resilience programming; and operations and programme activities in the field to ensure the survival and well-being of children, women and affected communities in emergency. At the heart of UNICEF’s response is the Core Commitments for Children in Humanitarian Action (CCCs). The CCCs form the core UNICEF policy and framework for humanitarian action and are mandatory for all UNICEF personnel. Grounded in global humanitarian norms and standards, the CCCs set organizational, programmatic and operational commitments and benchmarks against which UNICEF holds itself accountable for the coverage, quality and equity of its humanitarian action and advocacy.

Purpose of Activity/Assignment:

To work in close collaboration with UNICEF Country Office and external partners in providing sector-specific technical assistance for preparedness, early action, emergency response and recovery programming.

Scope of Work:

UNICEF Mozambique aims to establish a pre-screened pool of national consultants for rapid deployment (within 24 hours to 7 days of sudden onset emergency or another emergency situation). Rostered consultants who are identified and requested to support emergency activities are to provide technical assistance as follows:

  • Preparedness/Early actions: Emergency consultants may be involved in scaling up/establishing and implementing preparedness activities, and early actions which can involve developing emergency response plans, reviewing existing data of key indicators identifying existing vulnerabilities, and recommending proactive measures to minimize the impact of emergencies.
  • Planning and needs assessments: During an emergency, consultants provide support to conduct needs assessments to determine the immediate needs of affected children, families and communities. This involves identifying gaps in response and prioritizing interventions. Consultants work closely with national and local authorities, humanitarian organizations, and other stakeholders to ensure an accurate assessment of the situation of children families and communities and their immediate, mid-term and long terms needs. Consultants may participate in UNICEF and/or interagency needs assessments. Using this information, consultants may support the development of comprehensive emergency response plans with stakeholders including government agencies, organizations, and communities.
  • Emergency Response: Emergency consultants are actively involved in coordinating and supporting emergency response efforts including sectors mentioned above. Consultants may support the delivery of supplies, monitoring activities, and effective coordination and communication among different response entities. The consultants help ensure that response activities align with the response plans and address the identified needs in a timely manner. The consultants will support with the reporting of UNICEF response activities and results achieved for children at local level.
  • Nexus/Recovery: Following the initial emergency response, consultants continue providing support in the nexus or recovery phase. This involves assessing the mid-term and long-term impacts of the emergency on children, their families and communities, facilitating the restoration of essential services and resilient building.

Duration of roster-based consultancies:

  • Consultants who are selected from the roster will work on specific deliverables and with timeframes as determined by the office based on project needs (not exceeding 36 months).
  • The length of the contract will depend on the scale of the emergency, project needs and funding availability.
  • The Roster will remain valid for 36 months, during which time selected consultants may be consulted by the country teams directly.

To qualify as an advocate for every child you will have…

1) A bachelor's degree related to ‘areas of expertise’ above (a master's degree will be an added advantage):

  • Child Protection: Social work, international relations, law or child psychology.
  • Education: Education, Education in emergencies or social sciences.
  • WASH: Environmental science, public health, water and sanitation engineering, civil engineering, mechanical engineering, geology, hydrogeology or emergency program management.
  • Nutrition: Human nutrition, preferably in public health, medicine or related health discipline.
  • Health: Public health, preferably in medicine, nursing or other relevant health discipline.
  • Social protection: Economics, International Relations, Public Policy, Humanitarian Affairs or Social Sciences.
  • Cross cutting: emergency management or programme communications, social and behaviour change, Gender, Inclusion or Protection from Sexual Exploitation and Abuse.
  • Finance Manager: Accounting, Finance or Business Administration.
  • Security Management: Security Risk Management, International Relations, Conflict Analysis, Intelligence Analysis, Diplomatic Studies or Conflict and Security.
  • Supplies and Logistics: Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Law, International Development or Social Sciences.
  • Human Resources: Human Resource Management, Business Management, International Relations or Psychology.
  • Administration: Social Sciences, Business Management, Administration or Finance

2) Minimum 5 years of progressively responsible relevant experience in at least one of the 'target sectors' with preferred experience in additional technical areas.

3) Demonstrated experience as a consultant in an advisory role is required; experience in emergencies is strongly preferred.

4) Strong mixed quantitative and qualitative skill set in terms of risk assessment and data analysis.

5) Excellent interpersonal skills, including the ability to facilitate and communicate effectively to technical and non-technical audiences and contribute to an interdisciplinary team.

6) Demonstrated ability to take initiative, work independently, and make sound, informed decisions.

7. Proven ability in building and mentoring capacity of government counterparts, with experience working closely with ‘potential beneficiaries’ (above); experience working with the UN and/or NGOs is an asset.

8. Fluency in English and Portuguese (verbal and written) is a must. Proven experience of high-quality report writing and documentation. Knowledge of the local language will be an added advantage.

9. Availability for rapid deployment on short notice.

Evaluation Criteria:

Technical evaluation of shortlisted applicants via desk review (max. 100 points, minimum 70 points)

  • Language and content of cover letter: 10 points
  • Relevant Education Qualifications: 20 points
  • Relevant work/technical experience: 70 points

Candidates who score 70 points and above in the technical evaluation will qualify for inclusion on the consultant roster. When a task that requires a particular expertise arises, UNICEF Mozambique will approach two or more consultant candidates in the pertinent workstream(s) of the roster with a specific Terms of Reference requesting them to submit financial proposals and to confirm availability and interest, as well as further assess expertise and experience vis-à-vis the specific terms of reference. Based on the outcome of the selection process, the contract shall be awarded to the successful candidate.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

Selected candidates are solely responsible to ensure that the health insurance required to perform the duties of the contract is valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
