You have:

  • A minimum of 2 years of experience in data collection and visualization, research, and product design is required for candidates with a master’s degree, and 4 years for those with a bachelor’s degree.
  • Strong IT skills and proficiency in data visualizations such as Canva, Adobe, Power BI, Tableau, GIS, or similar platforms is desirable.

To support UNFPA in generating a comprehensive youth profile for each municipality of Timor-Leste that will inform evidence-based policies, programmes, and advocacy to advance youth development and empowerment.

Under the overall guidance of the UNFPA Representative and direct supervision of the Youth focal point, in collaboration with the National Institute of Statistics (INETL), the Ministry of Youth Sports Art and Culture (MoYSAC), and the UN Youth Working Group, the UN Volunteer will develop youth profiles for all the municipalities by reviewing and analysing the existing data including the 2022 Population and Housing Census, and other surveys. These youth profiles will be used by national and local government stakeholders for planning, implementation and monitoring of youth development policies and programmes in Timor-Leste. This includes compiling and reviewing existing data, selecting data and indicators that are most relevant for planning and programming, designing and developing of “youth profiles” based on consultations and inputs with the government partners, UN, and NGOs, while identifying gaps and opportunities for further data collection. These profiles will be supported by visual products such as maps, infographics, and dashboards to ensure findings are user-friendly, simple, accessible and well-communicated. Finally, the UN Volunteer will consolidate the findings into a national Youth Profile Report with municipal disaggregation. They will also contribute to the development of policy briefs, presentations, and communication materials.

Timor-Leste is a Parliamentary Republic located 550 km north of Australia, characterized by a tropical hot and humid climate, moderated in the mountains, and utilizing the American Dollar (USD) as its official currency. While the security situation has generally improved since the UN peacekeeping operation ended in 2012, underlying tensions remain, and caution is necessary; visitors are advised against walking alone at night, carrying large sums of money, and using microlets or buses for transport due to poor maintenance records. Tetum and Portuguese are the official languages, with English and Bahasa Indonesia serving as working languages. Living services in Díli include various long-term and temporary accommodations, along with numerous supermarkets providing groceries, food, beverages, and household items. Although banks like BNU do issue VISA cards, the vast majority of payments across the country, even in luxury hotels and restaurants, are conducted in cash. Recommended travel options in Dili include air-conditioned Blue Taxis, as well as air services (like ZEESM and MAF) that significantly reduce travel times between Dili and the municipalities. Finally, acquiring a local prepaid SIM card is highly recommended, as international roaming charges in Timor-Leste are very expensive.
