In November 2018, the National Justice Council (CNJ) and UNDP signed the international technical cooperation project BRA / 18/019 - Strengthening of the Monitoring and Inspection of the Prison and Socio-Educational System, today knows as "Fazendo Justiça". The project aims to develop tools and strategies focused on strengthening the monitoring and supervision of the prison and socio-educational system, with emphasis on reducing overcrowding and super-population in these systems. In this sense, the project aims to position the National Council of Justice as a central actor in solving the crisis in the prisons and socio-educational systems, considering the particularities of each one. The actions envisaged include studies, evaluations, and plans, as well as the creation of mechanisms and instruments to promote the implementation, dissemination and support of technical, conceptual, and operational capacities aimed at improving criminal policies and socio-educational measures in the country.

The administration activities of the Fazendo Justiça Program are carried out by the Axis 5 team, composed of advisors and specialists under the supervision of the Assistant Coordinator and the General Coordinator.

The UN Volunteer will perform technical-administrative functions with a view to advising on activities related to the monitoring of decisions rendered within the scope of the Inter-American Human Rights System, in the framework of axis 5 of the Fazendo Justiça Program, which supports internationalization actions. The actions are aimed at contributing to an articulated strategy for the implementation of penal and socio-educational policies in the national territory, together with the Axis and transversal actions, aimed at guaranteeing rights, in line with the national legal framework and with the decisions of the International Courts.

During the selection process, UNDP will consider the markers of social differences and will encourage the application of black women, LGBTQIA+ people and people released from the prison system.

Under the direct supervision of the Coordinator of Axis 5 of "Fazendo Justiça" programme, the UN Volunteer will undertake the following tasks:

• Assist in the administrative management and monitoring of projects implemented within the scope of Axis 5 that relate to actions implemented at the national level (articulated to the axes and themes executed by the Programme), or at the state level (articulated to the State Executive Plans) from the sentences, provisional measures and advisory opinions issued by the Inter-American Human Rights System that affect penal and socio-educational policies in Brazil; • Support the preparation, review and translation of texts, reports, official letters and other documents necessary for administrative management, systematization of knowledge produced, and development of ongoing actions in Axis 5 that dialogue with sentences, provisional measures and advisory opinions issued by the Inter-American Human Rights System; • Collaborate to the organization of events and training, providing technical-administrative and management support to the coordination of Axis 5, especially in its actions to promote the internationalization of the "Fazendo Justiça" programme, articulation with the axes and with the State Executive Plans in the units of the federation with actions in progress; • Carry out the registration and monitoring of Axis 5 actions, based on the definition of established goals and priority deliveries, and the management strategies and monitoring tools defined by the UNDP and the National Council of Justice; • Assist in the research activities of national and international jurisprudence on Human Rights necessary for the activities; • Organize and participate in meetings representing the team and offering all the necessary technical and administrative support; • Other related tasks, as required by the designated supervisor.

Justice, Human Rights, Prison / Penal System, Public Management or related areas (professional and/or academic), including internship (at university level).

Desirable skills and knowledge:

• Work experience, including internship, with partners from the public sector, especially from the Judiciary, is desirable; • Experience with the Inter-American Human Rights System is an asset, notably in academic research activities or technical assistance involving cases before the Court and the Inter-American Commission on Human Rights. • Experience in advising on projects or public policies is desirable; • Instrumental knowledge (reading skills) in English and Spanish is desirable.

The assignment will be in Brasília, the Federal capital of Brazil and seat of government of the Federal District. Brasilia is a family duty station and classified A (hardship). The living conditions in Brasilia are good as well as the access to health services. The accommodation facilities are in general good, and the choice is wide.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging their own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.

Brazil is security level 3 (moderate). United Nations Department of Safety and Security UNDSS Brazil advises to exercise a high degree of caution in Brazil due to high levels of serious and violent crime, particularly in major cities. Violent crime as muggings, armed robbery, kidnappings, and sexual assault, is very high. Avoid shanty towns (favelas) in the big cities and if you are attacked or robbed, do not resist. Demonstrations can occur at any time and may turn violent with little or no warning. All United Nations personnel must scrupulously comply with UNDSS procedures and recommendations during their assignment in Brazil. For missions in rural areas or indigenous reservations, special procedures may apply; UN personnel should consult with the local DSS office in advance.
