Summary:

The Empowerment of Civil Society Organizations for Promotion and Protection of Human Rights (PPHR) M&E Officer will be responsible for the overall M&E related initiatives throughout the duration of the project's implementation in the 7 districts (Maseru, Berea, Mafeteng, Mohale’s Hoek, Mokhotlong, Leribe, & Quthing).

Key Outputs/Responsibilities (Accountabilities and results)

  • Coordinate the design, implementation and monitoring of PPHR project interventions including development of project indicators and indicator tracking tools as aligned with the project’s M&E plan. Use data and existing WV models to make necessary recommendations on the design and implementation of the project. 20%​
  • Oversee and ensure the quality of PPHR project data through development of Standard operating procedures (SOPs), data verifications, data quality audits and reviews, field monitoring, etc. Use these findings to make recommendations on project implementation and monitoring. 20%
  • Develop and maintain beneficiary records and databases for each of the implementing districts, as part of data management. Use these records to document beneficiary impact stories, project best practices and recommendations for data-informed implementation. 20%
  • Coordinate the preparation of required project reports to WVIL and the Support Office/ donor monthly, quarterly, semi-annually and annually. 20%
  • Support project assessments (baselines, endlines, etc.) required within and outside PPHR project: 15%
  • Perform any relevant duties assigned by the Supervisor, especially towards the overall contribution to programme effectiveness across all WVIL implementation programmes: 5%

Qualifications and Experience:

  • Degree in Statistics & Demography, Economics, Data Science, Monitoring & Evaluation or related discipline.
  • Have at least 3 years of experience in project monitoring, reporting and evaluation of multispectral projects;
  • Preferably have knowledge of Labour Law and competence in child protection and human rights;
  • Have solid experience in data management and reporting for project activities;
  • Have very good experience with donor funded projects.
  • Good knowledge of Logical frameworks and detailed implementation plans.
  • Prior knowledge in child protection, human rights, and human trafficking will be added advantage
  • Experience in conducting policy-oriented research

Working Environment / Conditions:

  • Office-based with travel to the field
  • Extensive domestic travel

Remuneration: Competitive with market standards
