Job Description

Today, we are a leading humanitarian and development organization working in more than 40 countries and 26 U.S. cities to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. The IRC has been present in Liberia since 1996 serving as a lead partner in the health sector. The country program supports the Ministry of Health (MOH) in strengthening the health care systems and service delivery at all levels in accordance with the MOH national standards.

USAID Community Health Activity Implementation Overview

USAID Community Health Activity is currently implemented in Lofa, Bong, River Gee and Grand Kru counties to assist in the decentralization process and ensure that county and community-level systems are equipped to deliver high quality community-based services in line with key MOH strategies.

The project works with local CSOs who have experience in implementing community health services with geographic focus and experience in managing restricted funding in delivering quality community health care services. The activities also offer local CSOs funding opportunities through sub-award mechanisms, complemented by technical training and a comprehensive capacity strengthening activities that will see local organizations skills and knowledge being strengthen over the course of the 4-year period.

The primary purpose of the project is to provide health care services in hard-to-reach areas while transferring ownership to the government by increasing coverage of CHAs in underserved districts, improving their capacity to deliver quality health services as well as strengthening CHTs and communities’ capacity to plan, manage and monitor health services.

Job Overview/Summary

IRC is seeking four (4) Liberian national to serve as M&E Assistants and to be based in USAID CHA counties (Bong, Lofa, Grand Kru and River Gee) of operation. They will travel to health facilities and CHA communities to support the Q/A & Sr. M&E Officer carry out M&E functions; monitoring and perform quality checks to improve CBIS data quality. They will also support programs during supervision to carry out community engagement activities under the direct supervision of Q/A & Sr. M&E Officers and Community Health Coordinators in counties.

Specific Responsibilities

The M&E Assistant with support from the QA/Sr. M&E Officer will provide guidance for the CHSSs and CHAs in the assigned county to ensure the validity of data being collected and reported with specific emphasis on consistency, accuracy, reliability, and timeliness. Major roles and responsibility of the M&E Assistants include but not limited to:

- Orderly file iCCM data collected by the CHAs and CHSSs and arrange any other programs data. - Work closely with the QA/Sr. M&E Officer, and Community Health Coordinators to develop the plans and procedures for data collection and verification in the county. - Ensure that iCCM and other relevant programs data are entered into the internal databases - Under the supervision of the Q/A Sr. M&E Officer, work with CHT M&E, CHSSs and CHAs to facilitate annual household registration and mapping process, including population estimation in the catchment areas and for the entire districts and county. - Help CHTs to conduct quarterly DQAs and provide technical assistance for corrective action. - Support program staff with data collection utilizing paper-based and digital tools for routine data collection and an internal program evaluation - Aggregate and clean data using standard Data Quality Audit (DQA) approaches and provide - Support data quality assurance processes for all reports coming from communities through local partners, and staff, and identify areas for improvement - provide weekly and monthly progress reports, identifying areas for improvement.

Client Feedback Support

- Work with program staff to design and implement a client feedback system. - Enter de-identified client data into a tracking tool

Qualifications

- Technical Diploma or its equivalent in statistics, Development studies or a related field. - At least 3 years of professional experience in Monitoring & Evaluation is required, and experience supporting M&E in Health and environment work is preferred - Familiarity with data collection, cleaning entry and presentation - Excellent written and oral English skills - Good computer skills in MS Office suit (including Word, Excel and PowerPoint) and with familiarity in other data package softwares (KOBO collect, SPSS, Stata, DHIS2, eLMIS)

Personal qualities

Work well with others and promote teamwork, comfortable working in multilateral environment. Flexible and able to handle pressure well, possess excellent coordination and problem solving skills.
