This position is part of the Resident Coordinator Multi-Country Office in North Pacific – a new Resident Coordinator Office created as a result of Multi-Country Office Review, with the view to support efficiently the 5 countries of the North Pacific (Palau, FSM, RMI, Kiribati and Nauru).

The role of the Resident Coordinator in the context of the UN Reform has changed from coordination of planning (UNDAF) to coordination of both planning and joint implementation as a primary way of effectively and efficiently delivering results. Ensuring a highly consultative planning process is just one of the steps towards good results, but implementation, monitoring, evidence-based programme management equally matter and that’s where the Resident Coordinator function is moving now to.

To capacitate the Resident Coordinator Office to play a critical role in strategic joint programming takes time. In the context of the Multi-Country Office, organizing work outside the MCO hub is even more demanding of country presence and vision. In order to strengthen coordination, deploying UN Volunteers to assess the gaps, provide transitional support and help with enforcement of the reform, assisting the dialogue between the RCO, UN Country Team and counterparts and stakeholders is a business model that is highly effective for the Pacific MCOs.

Under the direct supervision of the UN RCO Team Leader & Strategic Planner, the UN Volunteer will undertake the following tasks:

• Support data and evidence generation and delivery of valid and reliable information on the attainment of the SDGs and national goals, and on the performance of UN Sustain-able Development Cooperation Framework (UNSDCF) and UN-supported programmes in the MCO context; • Identify new catalytic solutions to support inter-agency efforts on results and progress monitoring and reporting on the UNPS and Joint Programmes, in particular supporting set up of UNINFO; • Ensure that UN uses a well-prioritized and realistic plan of monitoring and evaluation activities that will provide the most relevant and strategic information; • Contribute to the development and implementation of the UNCT reporting, data and re-search strategies, in alignment with the UNPS as we as development of the new Co-operation Framework between the North Pacific Government and the United Nations; • Support the UN’s active engagement in innovations initiatives, seeking out opportunities for innovative solutions to programmatic challenges, and developing and scaling user-centred products in support of programme monitoring and delivery; • Supports knowledge management and capacity development related to data and monitoring. • Support the inter-agency coordination aspects of the UNSDCF, including but not limited to:

-Provide effective and efficient coordination support to the Pacific Joint UN Country Team (resident and non-resident agencies) in undertaking their work according to mandates -Provide support to the UN Pacific Strategy evaluation and development of the next UNSDCF -Foster synergies across the outcome groups and other inter-agency working groups to enhance UN’s support to national and regional priorities in achieving the SDGs

development coordination in a regional context; within the Pacific region would be advantageous: • Experience with data management and demonstrated analytics proficiency. • Experience in M&E, alternatively experience in reporting, auditing, mathematics or similar. • Experience with building and managing stakeholder relationships. • Relevant experience within the UN system or an international organization is desirable. • Understanding of the Pacific development architecture is desirable.

The Republic of Palau is located 830 miles southwest of Guam, 400 miles north of New Guinea, and 550 miles east of the Philippines. The resident population of approximately 17,700 people. The most populous state is Koror where approximately 80% of the population lives. The Republic of Palau is a western Pacific nation of more than 340 small volcanic and coral islands, of which only 10 are inhabited. The islands are divided into 16 states, each with its own governor and legislature. Palau is a former Pacific Trust Territory of the United States and bilateral relations continue under a Compact of Free Association. The standard of living in Palau is among the highest in the Pacific, with well-established health and education services. The remaining 15 states, excluding the recently established capital city Ngerulmud, are considered rural areas. Significant out migration of Palauan nationals to the United States and Guam is matched by immigration of workers from Asian countries, leading to a net growth rate of 0.5 per cent.

Social relationships and traditions in Palau are governed by kinship obligations, customary exchanges, and respect for all things living and non-living. As with other Pacific Island nations, Palau is reliant on ODA (from the US Compact and Trust Fund), external grants, and imported food. The economy has performed well in recent years with GDP growth of 9.4 per cent driven by a dramatic increase in low budget tourists and construction activity. The rapid expansion of tourism has placed considerable demand on aging infrastructure and the country’s fragile environment in addition to producing adverse social and cultural impacts. This has prompted concerns about the carrying capacity of Palau in the short to medium term. In response, the government has limited the number of in-bound flights and is seeking to cultivate higher-end ecotourism and a sustainable pathway for tourism development.

Palauan society is matrilineal and women have always held positions of power and respect. However, women remain under-represented in the national congress, cabinet and senior leaderships positions. A quarter of women have experienced physical and/or sexual violence from a partner. Although women are afforded equality of opportunity under the constitution, there is no sexual harassment, human trafficking, or sex tourism legislation. Palau has the lowest adolescent pregnancy rate in the region.

Palau provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential. The remoteness of Palau, high cost of living and limited availability of amenities and certain types of modern recreational facilities contribute, among other factors, to the hardship conditions. Homosexuality is illegal. Medical facilities and services are basic and international staff have no other alternative for medical care other than travelling to Manila, Guam or Japan for diagnostics and specialize treatment. No public buses are available, but taxis.
