Thousands of children and families are at risk after two devastating earthquakes and dozens of aftershocks hit south-east Türkiye on February 6, 2023.

More than 32,000 deaths have been reported in total in Türkiye, a number that is expected to grow. Thousands of homes have been destroyed, displacing families and exposing them to the elements at a time of year when temperatures regularly drop below freezing and snow and freezing rain are common. Scores of schools, hospitals and other medical and educational facilities have been damaged or destroyed by the quakes, vastly impacting children.

The tireless efforts have been made by our colleagues in Türkiye Country Office who are working to provide urgent humanitarian assistance for the children and families who have been impacted by the devastating earthquakes.​​​​​​​ Besides, Türkiye CO staff members either directly or indirectly have been impacted by the quakes.

Critical Incident Stress (CIS) may be the first reaction after disasters. The efficacy of cognitive- behavioral therapy in treatment and prevention of post-traumatic stress disorder is crucial. The main objective of this consultancy service is to provide a support on overcoming critical incident stress for the Turkiye CO Staff Members in Ankara and Gaziantep, as well as their dependents.

PURPOSE of the ASSIGNMENT

Turkiye HR Unit has collaboratively worked with the PSV members, CrMT members, ECARO HRBPs and ECA Regional Staff Counsellor to develop a staff wellbeing action plan.

In this regard, UNICEF Turkiye CO seeks to contract an individual consultant to conduct group and individual sessions in line with the staff wellbeing action plan, based on an agreed fee. The contract may be up to three years in duration and drawn upon as needs for TCO Wellbeing Action Plan.

The consultant will work primarily with an HR Specialist in the Turkiye CO. An HR Officer will liaise and coordinate with the consultant in facilitating the group / individual sessions. The consultant’s work will be monitored and evaluated by the HR unit of Turkiye CO and technically supervised by the ECAR Regional Staff Counsellor. Respect to confidentiality of personal information will be upheld.

In keeping with the UNICEF HR delivery model of ensuring people-centric service delivery, the Long-Term Agreement will facilitate an efficient support in staff-wellbeing.

DESCRIPTION of the ASSIGNMENT

Key Tasks:

Under the overall guidance of the HR Specialist, the consultant will perform the following tasks:

  • Design and facilitate group sessions.
  • Prepare a report with findings and recommendations following the group sessions.
  • Conduct individual session(s) with staff members in line with the findings of group sessions.
  • Advise the HR Specialist on the observations made on group/individual sessions to UNICEF Turkiye CO staff wellbeing action plan.

    Deliverables:

  • Group therapy sessions.

  • Individual therapy sessions (if required).
  • A report covering the recommendation following the group sessions.
  • Suggestions to the UNICEF Turkiye CO staff wellbeing action plan

DURATION of LTA

The Long-Term Agreement will be for a duration of three years. The services of the consultants selected under the LTA may also be made available to other UN agencies.

BACKGROUND, QUALIFICATIONS and SPECIALIZATION REQUIRED FOR THE ASSIGNMENT

Qualifications and Experience of Successful Candidate

  • University degree in Psychology, social sciences or related fields relevant for the assignment.
  • Proven experience in facilitating and moderating group discussions and exercising large team building/cohesion activities.
  • Proven experience in delivering group and individual therapy sessions.
  • Fluency in English and Turkish, including excellent writing skills.

Other skills

  • Strong organizational, and interpersonal skills.
  • Excellent written and verbal communication in English and Turkish.
  • Good judgment, high sense of responsibility, tact, and discretion.
  • Demonstrated cultural sensitivity and ability to work in a multicultural environment.

Payment Schedule

The LTA to be signed will have a fixed fee rate for three years. However, UNICEF does not warrant that any quantity of services will be purchased during the term of the LTA as this will depend on forthcoming needs.

The consultant is expected to provide a quotation for the services he/she will provide during the application. The payments will be done either in Turkish Lira (TL) or in American Dollars (USD) within 30 days upon successful completion of the tasks, submission of all necessary documents and invoices/ payment requests to the requesting agency together with all supporting documents on the basis of UN monthly exchange rate effective on the date of payment.

Contracts Created Against The LTA.

Whenever group/individual sessions are required, details of the session will be presented according to the availability of the LTA holder.

Upon receipt of confirmation of availability and interest in the assignment, a contract will be issued with the prices/fees agreed in the LTA. The consultant must sign the contract prior commencement of work.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
