The Humanitarian Review report identified knowledge management (KM) as one of the enablers to strengthen human resources capacity by improving the underpinning approach to development, utilization and maintenance of critical information and knowledge, such as best practices and lessons learned across the organization.

In 2022, DHR Emergency team assessed its KM tools and knowledge assets and identified the initial set of KM interventions needed to strengthen KM tools and working practices. During 2022 and the first quarter of 2023, key KM products and resources have been elaborated including the strengthening of the HR In emergencies toolkit, preparing a standard set of guidance to undertake HR focused human resource focused after action reviews as review and restructure of the team’s relevant SharePoint resources.

There exists a further opportunity to capitalize on this momentum and to further strengthen the HR In Emergency team knowledge management when needed. This support will be particularly focused on the development of an innovative and data driven Knowledge Management framework that aligns with DHR Emergency team’s goals and objectives that will have wider use and impact on regional and country office teams needing to take advantage of associated resources and tools. In addition, there exists key times that will require KM support on an as needs basis, such as when new strategies, guidelines, learning events are organized that require KM steer and elaboration particularly during roll-out and socialization phases to ensure that key stakeholders are able to access and use information in the right format as needed.

Purpose:

Within the framework of the current DHR Emergencies work plan, the overall purpose of this consultancy is to engage the services of an appropriately qualified expert who can provide innovative KM support and data driven technology and analysis from the private sector to distinguish between regular UNICEF KM staff functions.

The expert will support in the facilitating and embedding a more systematic use of KM tools, products, and working practices that enhance organizational performance, efficiency and decision-making as required. In addition, the Consultant will be used at key times when strategies, guidance, tools are developed within the HR in Emergency team and can benefit on focused, KM expertise and input particularly during implementation and socialization processes.

Objective:

  • Work with the team to develop and implement an innovative Knowledge Management framework that aligns with DHR Emergency team’s goals and objectives and ensure key SharePoint sites are maintained with relevant and updated content in the right formats and reaching the right audience.
  • Support webinar / learning initiatives by facilitating sessions and creating internal repositories when new products and resources are created by the team.
  • Support the elaboration of a global convening hub and means for learning and exchange for HR practitioners that support humanitarian action in UNICEF.
  • Identify and capture critical knowledge assets, including tacit knowledge held by employees, and create systems for sharing and managing that knowledge, best practices and lessons learned.
  • When necessary, create and implement KM training and guidelines to ensure consistent and effective KM practices.
  • Monitor and measure the effectiveness of KM initiatives and adjust strategies as needed.
  • Where necessary, provide guidance inputs to the Frontlines Team ensuring that KM resources and products for Frontlines needs are aligned with the overall vision, expectations and direction resulting from work in the Humanitarian Review
  • Where necessary embed KM in teamwork plans based on an assessment of knowledge needs aligned to overall vision/strategy of the team.
  • Where necessary, train and orient team members on key KM uses of existing and newly developed UNICEF technology, platforms, and resources

  • Consultant will develop a comprehensive and innovative knowledge management (KM) framework document

  • Consultant will support, drive, and contribute to the delivery of specific capacity building products, including (e.g., Surge strategy and SOP, HRIE Toolkit) when needed.
  • Consultant will improve knowledge sharing platforms (key SharePoint sites) that facilitates collaboration and knowledge exchange processes when needed.

Knowledge Mangement general support

  • KM general support in the preparation, communication, rollout and embedding of key HR Humanitarian Review and other associated products and working practices such as Surge strategy and SOP, HRIE Toolkit when needed.
  • Support webinar / learning initiatives by facilitating sessions and creating internal repositories for relevant colleagues across UNICEF when such strategies, guidelines, tools are created by the team.
  • KM support for specific Knowledge products and After-Action Review (AAR) facilitation, including the development of the second Phase of a SharePoint enabled HRIE Toolkit.

KM platform/ tools

An innovative knowledge sharing platform (key SharePoint sites) that facilitates collaboration and knowledge exchange, including:

  • A revised Document Library folder structure (SharePoint), including reorganization and tagging of the knowledge assets.
  • Prepare and update inventories of critical knowledge assets on the key SharePoint sites, identifying which assets need to be deleted, archived, moved to another site, or updated.
  • A review of SharePoint to ensure that that all key SharePoint sites are maintained with relevant and updated content in the right formats and reaching the right audience.
  • Support the elaboration of a global convening hub and means for learning and exchange for HR practitioners that support humanitarian action in UNICEF especially at key times, for example when new resources, learning events are organized.

Training

Can support on training on KM tools and guidelines on KM expectations, roles and responsibilities, including training materials and user manuals when needed.

Project management

Regular progress reports on innovative KM and key recommendations.

Duration of LTA:

The Long-Term Agreement will be for a duration of 24 months. The services of the consultants selected under the LTA may also be made available to other UN agencies.

Qualifications and Experience of Successful Candidate:

  • University degree in international relations, knowledge management, business administration, public administration, or a related field.
  • Minimum five years of progressive relevant experience in knowledge management.
  • Excellent interpersonal skills, including ability to facilitate and communicate effectively to technical and non-technical audiences and contribute to an interdisciplinary team.
  • Demonstrated ability to take initiative, work independently, and make sound, informed decisions, as well as work effectively in team, under pressure and in emergency situations.
  • Experience working with the UN and/or an NGO is an asset.
  • Fluent English (verbal and written) is required.

Payment Schedule

The LTA to be signed will have a fixed fee rate for three years. However, UNICEF does not warrant that any quantity of services will be purchased during the term of the LTA as this will depend on forthcoming needs.

The consultant is expected to provide a quotation for the services he/she will provide during the application.

Contracts Created Against The LTA.

Whenever rebuttal reviews are required, details of the rebuttal will be presented according to the availability of the LTA holder.

Upon receipt of confirmation of availability and interest in the assignment, a contract will be issued with the prices/fees agreed in the LTA. The consultant must sign the contract prior commencement of work.

Payment will be made after the completion of deliverables and submission of invoices for the actual work completed, subject to satisfactory performance.
