The Horn of Africa is experiencing one of its worst droughts in recent history, with 12-14 million people severely food insecure in Ethiopia, Kenya and Somalia. Somalia has been hardest hit: almost 90 percent of the country’s districts are experiencing drought (66 out of 74). Three consecutive seasons of failed rains, combined with the ongoing conflict in many parts of Somalia, have taken a heavy toll on families in Somalia. By early 2022, most parts of the country were experiencing severe drought conditions, with water shortages and loss of livestock displacing hundreds of thousands of families as they search for food and safe water. The impacts of drought and protracted conflict and insecurity coupled with very high staple food prices have led to rapid deterioration in the severity of food insecurity in Somalia in early 2022 and significant levels of drought-related displacement. Political tensions related to the slow progress of parliamentary elections and the long-delayed presidential election have led to violence between factions of Somalia’s security forces and an uptick in civil unrest.

How can you make a difference?

The Emergency Logistic Specialist will be to provide logistical management for the country office, which in addition to Emergency programme supplies. Under the supervision of the Country Office Logistics Specialist, the Emergency Logistics Specialist will support management of emergency responses in country with focus on South Central Region logistics operations – including pipeline monitoring, customs clearance, receiving, warehousing, transport distributions, inventory control and reconciliations of all local and offshore supplies.

The Emergency Logistics Specialist will provide logistic inputs and advice to assist SCO Emergency team and programmes in south central zone to make informed decisions regarding supply emergency responses, logistic timelines, IPs needs, IPs capacity and required resource allocations. Furthermore, the Emergency Logistics Specialist will develop logistics support plans for the sustainment of new and emerging programme requirements and support SCO programme milestones to help ensure timely completion of programme deliverables.

The Emergency Logistics Specialist will also develop, implement and manage effective and timely emergency logistics strategies for all SCO emergency responses.

Summary of key functions/accountabilities:

  • In collaboration with the Country Office (CO) Logistics team support in the overall management of SCO programme and emergency logistics operations, develop effective logistics strategies – including pipeline monitoring, customs clearance, receiving, warehousing, transport distributions, inventory control and reconciliations of all local and offshore supplies.
  • In support of Programme Sections, provide logistics input and advice to make informed decisions regarding work plans, logistics timelines and required resource allocations. Develop logistics support plans for the sustainment of new and emerging programme requirements in relation to the Drought emergency. Support SCO programme milestones to help ensure timely completion of programme deliverables. Participate in SCO programme planning meetings to advise on logistics requirements and assist in developing the logistics component of the country programme.
  • Liaise with UNICEF programme sections on distribution plans for all local and offshore emergency supplies prior to arrival of supplies and ensure they are reasonable. Inform Programs of slow-moving inventory, upcoming IP distributions, incoming supplies, pending expiries and any quality issues.
  • Maintain the highest logistics standards and accountability by implementing sound, accurate logistics management systems, procedures and documentation as well as regular and accurate reporting. Prepare management decision making documents (Power point presentations, Excels, Dashboards and KPIs). Regularly create and communicate accurate inventory tracking, inventory aging and incoming supplies information.
  • In close collaboration with the CO logistics team, establish and maintain contacts with Supply Division (SD) in Copenhagen on all logistics and shipping policies. Interpret and advise the country office on policies and procedures impacting on offshore and local logistics and deliveries. Engage with SD to align on objectives, activities, timelines and outputs for logistics and capacity development initiatives.
  • Undertakes regular field visits with Programme teams across the country in response to the drought emergency including field visits to UNICEF in country warehouses, 3rd party providers and IPs to monitor inventory and best practice warehousing is implemented.
  • Monitor and support implementation of key emergency requirements and address issues and gaps effectively and promptly. Initiate IPs mapping project and establishing IPs inventory tracking tools for programme visibility to support Emergency responses and replenishment strategies.
  • In close collaboration with the CO Logistics team provide technical support to SCO for improved supply and logistics processes through consultation, attending interagency and government technical meetings.
  • In support of the Drought emergency, assess current UNICEF SCO logistics opportunities. Participate in information exchange meetings and develop relationships to maintain partnerships and collaborative relations with Government, UN, and bilateral counterparts in all logistics activities including distribution, warehousing, and inventory control.
  • Undertake the Warehouse capacity building of SCO implementing partners - making informed technical recommendations and advising SCO management of resources requirements.
  • Undertake any other emergency Logistics response related assignments and responsibilities as requested to successfully support the Drought response.

To qualify as an advocate for every child you will have…

  • Education

    • Advanced University Degree in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law, International Development, Health or related social science field.
    • A first-level university degree (Bachelor's) in a relevant technical field (as identified above) may be accepted in lieu of the advanced university degree in conjunction with seven (7) years of relevant work experience in supply, logistics, procurement, contracting, administration and/or other directly- related technical field, may be taken in lieu of an advanced university degree.
  • Experience:

    • A minimum of five (5) years of relevant experience, at the national and international levels, in supply, logistics, procurement, contracting, administration and/or other directly- related technical fields is required.
    • Understanding of development and humanitarian work. Emergency experience is an advantage.
    • Health supply chain management experience is an advantage.
  • Language Proficiency

    • Fluency in English is required (verbal and written). Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Eligible UNICEF International Professional (IP), National Officer (NO) and General Service (GS) Staff Members on fixed-term, continuing or permanent contracts applying to this Temporary Appointment, which is dedicated to L3 Response, may be able to retain a lien on their existing post and their fixed-term entitlements. The conditions of the temporary assignment will vary depending on the status of their post and their current tour of duty, and relocation entitlements may be limited as per the relevant policies.
