This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Non-family duty station

  • Under the overall supervision and guidance of FAO Representative in Myanmar, direct supervision of Emergency and Rehabilitation Coordinator, in close consultation with the AFAOR (Programme) and AFAOR Administration, the relevant administrative units at FAO Myanmar, and in close cooperation with other international and national staff, the National Logistic Assistant shall undertake the following tasks:
  • Provide advices and support to the logistics required by the operations under the Emergency program
  • Organize the transport of commodities and Ensures Integrity of transport information, including commodity tracking in the standard systems and maintains transport information for reporting purposes;
  • Ensures effective commodity management and quality control;
  • Ensures adequate logistics preparedness through contingency planning and continuous logistics preparedness reviews;
  • Monitors regular and timely transmission of pipeline, logistics monitoring information, stock levels and distribution status to programmes and logistics focal point at national level;
  • Ensures proper warehouse management including storage space, condition, and the actual storage of stock;
  • Liaises with vendors and the procurement unit to obtain needed materials with particular attention to cost control, quality and timely delivery;
  • Monitors and oversees asset management by regularly updating asset register as required;
  • Establishes stock movement, fleet and logistics reports based on logistics movements and distributes them according to requirements;
  • Ensures appropriate logistics filing systems to include all equipment manuals, maintenance schedules; filing of all, waybills, inspection reports, copies of invoices, delivery notes - orders (national and international) to ensure accurate tracking and documentation for audit purposes;
  • Coordinates logistics operations with other organizations in the area and provides logistics support to ongoing operations in the area;
  • Assesses offers for transport and prepares submission to the local transport committee;
  • Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained;
  • Ensures effective Landside, Transport, Storage and Handling (LTSH) management including project budgetary review and regular LTSH reviews;
  • Ensures FAO standard logistics forms are consistently used, readily available, and completed accurately and electronically by the inspection company, transporters, vendors and field

  • Extent and relevance of experience at the national and international levels in logistics management including transportation operations risks and emergency logistics preparedness;

  • Extent and relevance of experience in managing integrated air, sea, and land transport operations; • Extent and relevance of experience in preparing and managing transport.
  • Work experience in more than one location or area of work, particularly in field positions is desirable;
  • Professional experience in planning, implementation, and administration of agricultural development and emergency programmes, including the preparation, monitoring or evaluation of development projects, would be an asset.
  • General knowledge of the local socio-economic conditions and institutions and minimum knowledge of development-related policies and procedures of the country of assignment.
  • Ability to identify and resolve problems expeditiously and pragmatically; tact, initiative and sound judgment; ability to establish and maintain good working relations with people or different national and cultural backgrounds.
  • Ability to effectively use MS Office and various office technology equipment.
  • Additional relevant professional experience in Myanmar, particularly in project management, public administration
  • Knowledge of and/or experience with the UN system.

Myanmar, officially the Republic of the Union of Myanmar, is a sovereign state in Southeast Asia bordered by Bangladesh, India, China, Laos and Thailand. One-third of Burma's total perimeter of 1,930 km (1,200 miles) forms an uninterrupted coastline along the Bay of Bengal and the Andaman Sea. The country has an estimated population of 51 million people. Myanmar's capital city is Naypyidaw and its largest city is Yangon.

The country is ethnically diverse. The government recognizes 135 distinct ethnic groups but the Bamar form an estimated 68% of the population. Temperatures in Myanmar can vary from place to place. In general, the Myanmar climate is hot throughout the year, with temperatures averaging 27 degrees Celsius or 80 degrees Fahrenheit. The months of March, April, and May the weather in Myanmar can be very hot and humid, especially around the coastal regions. This increase in temperature is caused by the onset of the rainy season. Despite the hot temperatures, there are areas that can be quite pleasant. The interior areas such as Inle Lake and Bagan can be quite a bit cooler than the coastal regions. The mountainous areas can also be cooler as they have a much higher altitude.

Yangon is the busiest and most populous city in Myanmar. Yangon served as the capital of Myanmar until 2006, when the military government relocated the capital to the purpose-built city of Nay Pyi Taw in central Myanmar. With over 7 million people, Yangon is Myanmar's largest city and its most important commercial centre. Yangon boasts of all modern amenities, malls, hotels, cafes and a well-served international/domestic airport.

Political situation is currently unstable after the Myanmar military’s 1st February coup and Myanmar’s future is uncertain. Some townships across Yangon and the country were imposed martial law.

The public healthcare system in Myanmar has deteriorated since the military takeover, with many hospital workers participating in the national strike called the Civil Disobedience Movement. However, the UN clinic where UN staff can turn for health issues remains open. There are many internationally qualified doctors working in Yangon, but in case of hospitalization, it is advisable to go to Singapore or Bangkok. As a result of the recent Military coup, the banking sector is not operating with its full capacity due to banking staff participating in the national strike referred to as the Civil Disobedience Movement.
The security situation in Myanmar is currently volatile and unpredictable. Acts of violence by both parties of the conflict can occur anywhere, anytime and a further deterioration of the security situation is possible. Although the supplies have been limited and pricey, the situation is changing rapidly and a wider range of accommodation options are becoming available. There are some private real estate agents with Websites. There are also real estate agents who have been helping UN staff to find housing.
